receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the -receiving treatment plant under normal circumstances; given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and 11 plus all
attached planning assessment addendums for which I am the responsible party. Signature of this

Sewer Project Narrative
For
W-13 — Phase One
NW-13 - Phase One at Flowers Plantation was previously permitted for Toll Brothers
who decided not to purchase the property. The project is now moving forward with True
Homes and Kolter and will consist of a 108 Lot 3 bedroom single family residential
subdivision. This subdivision, which is located Off E. Neuse River Parkway, will consist
of 100% domestic flow. The sewer system will be constructed of approximately 3,600
LF of 8-inch SDR sewer pipe. With 108 lots at a projected flow of 180 GPD, the
projected flow for this facility is 18,000 GPD. The wastewater treatment plant facility
that will be handling this flow is the Neuse Colony WWTF (Permit # NC 064564). The
permitted flow for this WWTF is 0.75 MGD (NPDES). The proposed flow will be
delivered via gravity line to Mill Creek Pump Station before it gets pumped to the
WWTF.

modify the permit.
We base this on Condition 11.7 of the original permit which states that permit modifications are required for increased
flow (8% increase v. original permit), and increases in the number of connections (100 v. 108 houses).
We acknowledge we received the application Feb. 11 and will place it in the corresponding location in our queue.

Regency at Flowers Plantation was originally permitted by Toll Brothers. They did not purchase the property and True
Homes/Kolter has asked us to modify the plans and resubmit for permit modifications. We have increased the length of
line in PH 1 and added 8 more lots to this phase. I have placed a hard copy of the attached documents in the mail to
your attention. Please let me know if there is anything else you need.

We are at 6.5 % lower on the line length because of the changes in the road layout and increased the flow by 1,440 gpd
(8 lots at 180 gpd). Let me know what you think once you get a chance to look into it and we will get you a check if it is
needed.

We had assumed a line length increase and an 8 lot flow increase would not have triggered a major modification and we
didn't see what would constitute a minor modification. Is there a different fee for a minor modification or is this a
major?
