RE: [External] NCDOT Riverwalk Project
Thanks for the information. Based on the information received on March 11, 2020, these impacts can still be covered
under the General Water Quality Certification 4145 issued to you on September 24, 2019. All of the authorized activities
and conditions of the certification still apply. Let me know if you have any additional questions.

Good Afternoon Kevin,
I have attached a sheet from the previously approved PCN to show you the change in permanent and temporary
impacts. I was told when we submitted last summer to include the entire pedestrian bridge area in the permanent
impacts, that is what I am showing in the attachment. Is this still how you want to see it? Before we were 5' above full
pond (walking surface to full pond), now we are (8' above full pond).
Let me know if you have any other questions.
Thank you,
Chris

Chris,
I'm looking at this for Amy. What would be the change in the permanent impact to the open water? Also, let me know
what the Corps decides. If they require a formal mod then we will, too.

Kevin, this one is yours. If the walkway is within the same footprint I don't see that we need to issue another
certification. I have not had a chance to look at it yet.

Good Morning Ms. Chapman,
I am sending you a revised drawing of our Riverwalk project. The project did not get awarded in the fall due to the bids
being very high. The City of Hickory is planning to rebid the project in a few months. Our FERC application has been on
hold. Duke Energy asked that I contact you and have you review the new pedestrian walkway over water layout. I have
attached some drawings for you to look at. The pedestrian walkway over the water will be built the same as before on
piers, but to cut cost it is now smaller in width and length, it has straight members instead of curvature and it will be
about 5' clearance from full pond. The easement area will be smaller as well. The basic location is the same. The
Lackey Park/Geitner-Lackey Park portion of the FERC application is being taken out and will be submitted in a new
application. At that time we will be sending new material out for review. Right now we are only concerned with the
Riverwalk so that the process at the Federal Energy Regulatory Commission can continue to move forward.
Would it be possible for you to take a look at this material right away and send me back an e-mail with your
thoughts? Duke Energy will be sending a revised application to FERC who is in need of seeing the changes as soon as
possible. I look forward to hearing from you. We have also contacted Scott Jones about the 404. Please contact me if
you have any questions or need me to send you more information. I have attached a copy of the 401 as well.
Thank you,
Chris
