The following comments are provided based on review of draft Permit No. WQ0020793:
• Condition III. 12 states: The Permittee shall monitor the level of accumulated solids
in the evaporation/infiltration lagoon and retain the records on -site. If it is determined
that the solids are sufficiently reducing the active storage/treatment of the lagoon, the
Permittee shall properly dispose of all residual solids as stipulated in the Condition
III.8.
Comment: Evaporation/infiltration lagoon active storage/treatment will be based on
freeboard measurements (Conditions III. 10 & 11). Lacking a significant increase in
accumulated solids and loss of freeboard, active storage/treatment will be deemed
normal.
• Condition III.15 states: The disposal areas shall be cleaned at least once per permit
cycle to remove deposited materials that may impede the infiltration process
Comment: Request that this language be changed to indicate "The disposal area shall
be cleaned as necessary based on solids monitoring and active storage/treatment
determinations, per Condition III.12". The lagoon has been in service since 1974, with
solids removed from immediate vicinity of the effluent discharge pipe (due to
accumulated eggshells) in or around 2012. An effluent screen box was subsequently
installed.
