This letter is in response to the Notice of Violation (NOV-2019-LM-0084) dated 29-October-
2019. The Notice was received by the Coats American, Inc. facility on 4-November-2019. In
the Notice, there is a limit exceedance violation for total sulfides. This violation is in reference
to data submitted on the Discharge Monitoring Reports (DMR) for the month of September
2019. The reported value on 3-September-2019 for total sulfides was 9.9 pounds/day and the
permit limit are 6.8 pounds/day.
Upon review of our monitoring records and laboratory analysis, we believe that the value for
total sulfides on 3-September-2019 was entered incorrectly on the electronic Discharge
Monitoring Report (eDMR) for the month of September. Enclosed is a copy of the laboratory
results indicating the value for total sulfides as 0.262 mg/I. Converting this to pounds/day
results in 0.9 pounds/day, not 9.9 pounds/day using the recorded flow of 0.4 MGD on 3-
September-2019. The amended DMR for the month of September 2019 has been submitted
through the eDMR system.
The Coats American Sevier facility is taking every effort to ensure accurate and timely data
entry in our discharge monitoring reports. On behalf of Coats American, I am requesting that
that the Notice of Violation be rescinded at this time.
