PROJECT SUMMARY: The applicant is requesting to build a six-unit condominium building and parking on a high ground lot in conjunction with a pier and six boat slips in the Atlantic Intracoastal Waterway at Bentree Plantation. PROJECT DESCRIPTION The proposed project is located at 1769 Harborage Drive within Bentree Plantation Subdivision on the mainland side of Ocean Isle Beach in Brunswick County. Bentree Plantation is located off of Highway 179 near Bricklanding and Jinny's Branch Church. The lot is located just east of Big Gut Slough, as shown on the USGS Quad Sheet for Shallotte. Lot 9 is approximately 11,300 square feet and is adjacent to the Atlantic Intracoastal Waterway. The lot is bordered on the waterward side by federal and coastal wetlands located between the high ground and the Atlantic Intracoastal Waterway. Adjacent property is developed into condominiums as well. The applicant is proposing to construct an entrance drive, one building with parking underneath, an off- site septic system and a pier with boat slips. The proposed building will contain six, 2-bedroom condominium units. The proposed work will be on high ground and the footprint is shown on the site plan. The property is currently a vacant lot covered in grasses. Waste disposal will be off site on adjacent property. The Brunswick County Health Department has issued an Improvement Permit for the septic system, a copy of which is enclosed with the application. High ground on lot 9 is bordered by some mixed federal and coastal wetlands that transitions into pure coastal marsh nearer to the Intracoastal Waterway. The width of the wetlands/marsh is approximately 210'. The only proposed impacts to wetlands would be shading by the proposed 5' wide pier, which will be elevated on pilings. A six-slip community pier and docking facility is being proposed. Each slip is to have an uncovered boat lift (for one boat) inside of the slip. One slip each will be assigned to each condominium unit. Existing . low tide water depths in the area of the proposed boat slips range from -1.2 to -2.6. This information is shown on the site plan. The structure, as proposed, has four finger piers off of the main pier spine. Each finger pier is 6' wide by 24' long. The cumulative square footage of the finger piers will result in the 4 square feet per linear foot of shoreline allowance in the rules being exceeded. These finger piers create six boat slips, each of which will be 12' x 24' in size. The proposed structure as designed meets the Corps setback of 80' from the Intracoastal Waterway channel. The structure, as proposed, will be approximately 25' longer than the closest pier, which is to the east and shown on the site plan. The structure meets the required 15' setback off of the adjacent riparian corridor lines on each side. The waters of the Atlantic Intracoastal Waters have been classified as SA by the Division of Water Quality. The area is not a designated Primary Nursery Area as determined by the Division of Marine Fisheries. The AIWW in this area is conditionally open to shell fishing. 10. ANTICII'ATED EbIPACTS If approved, this project would result in the land disturbance of 12,000 square feet of high ground. Construction will result in impervious surfaces on the lot. Approximately 3180 square feet of, open water will be shaded as a result of the pier, docks and boat lifts. Another 1050 square feet of federal and coastal wetlands will be shaded as a result of pier construction across it. Temporary impacts to the coastal marsh and the shallow bottom will result from the driving or jetting in of pilings. There should be no navigational impacts as a result of this project. Janet M. Permit Nos. 46442, 46443, 46444, 46445, 46446, 46447) for the construction of a building consisting of six (6) units. We are applying for a pier with six (6) boat slips for the exclusive use of each individual unit owner. These slips will be assigned to the condominium unit deed and will be for recreational purposes only. Upkeep, maintenance, and care of these slips will be the responsibility of the individual owners and the Homeowners' Association. This will be covered in the Homeowners' Association covenants and restrictions. Following are the proposed dimensions (as shown on plans): Pier: Approximately 285' long; 5' and 6' wide Slips: Three (3) slips on each side of pier.
