PROJECT SUMMARY: Applicant proposes to add a double personal watercraft lift to his existing pier, bringing total number of slips to four. Randall Knutson Craven County Project Setting The applicant owns a 1.14 acre parcel of land adjacent to the Trent River near New Bern in Craven County, North Carolina. The property is located on the south shore of the Trent River south of New Bern, off of NCSR 1004. The site is a developed residential property with a single family residence and an existing pier. The lot is vegetated with pine trees, mixed hardwoods, and lawn grasses. Cypress trees line the 100 foot long shoreline, which has not been stabilized. The lot slopes sharply from the area adjacent to the house toward the shoreline. There is submerged aquatic vegetation present along the shoreline, and the vegetation extends approximately 35 feet waterward of the normal water level. The existing pier was constructed during the summer of 2001, and is 48 ft long, and approximately 5 ft wide. There is 16 ft by 24 ft L-shaped platform at the waterward end of the pier. Water depths at the end of the pier range from 3.5 to 4 ft. There are two slips currently associated with the pier structure. One slip is delineated by three pilings to the east side of the platform, and an uncovered boatlift on the west side creates the second slip. The property is bordered on the east and west by developed residential lots with single family residences. Both lots are vegetated with a mix of upland grasses, landscaped areas, and naturally occurring woody vegetation. There is a single-lane dirt road immediately to the south of the property that provides access to the residences upstream of the project site. The Trent River forms the northern property line. The Trent River is classified SB SW NSW by the Environmental Manapement Commission and is not open to shell fishing at this location. Project Description The applicant proposes to add an 8' by 10' double personal watercraft lift to an existing pier. The lift will be bolted to an existing piling on the upstream side of the pier. Anticipated Impacts The project as proposed would impact 80 ft'. The proposed modification would provide permanent slips for two additional vessels, bringing the total number of slips to four. The proposed lift would be positioned landward of the existing platform, and will provide no impact to navigation. The proposed lift would be approximately 35 feet from the closest riparian line. Localized short-term turbidity increases would result from construction activities in the water. Tracey L.
