PROJECT SUMMARY: The applicant is proposing to construct a commercial dock/wharf to facilitate the operation of fishing charter and entertainment/tour cruises, with commercial vessels ranging from 65 - 120 feet in length. W. W. Winner Page 2 9. PROTECT DESCRIPTION The project site is located on International Paper Co. Road, on the west bank of the Cape Fear River, just south of the USS North Carolina Battleship Memorial, on Eagle Island, in New Hanover County. The 10 acre tract consists of two properties. The southern property includes approximately 6.55 acres of highground that historically, appears to have been a dredge spoil disposal site. Although now wooded, remnants of the old perimeter dike are clearly visible, and there is a steep slope down to adjacent wetland areas on the east and north sides of the property. The second parcel is adjacent to the north side of the larger tract and includes, approximately 1.32 acres of highground. It is relatively flat and low in elevation, and is separated from the other property by a wetland draw and a tidal ditch along the central property line. On the highground of the northern parcel, there is an existing gravel/dirt parking area, a small building in disrepair, and a small fixed pier (40' X 11') and T-head platform (33' X 11.6'). A portion of the shoreline on this property is stabilized by an old creosote timber bulkhead. The remainder of this tract consists of wetlands, which have been delineated and approved by the US Army Corps of Engineers. Together, the two parcels are approximately 1,420 feet wide along the Cape Fear River, and 500 feet in depth from the International Paper Company Road (SR 1300) right-of-way. Waterward of the river bank, there is a border of wetland vegetation, ranging in width from approximately 15 feet at the northeast end of the shoreline to 300 feet wide on the southeast end of the tract. This coastal wetland border is primarily Smooth Cordgrass (Spaniaa alterniflora), Salt Reed Grass (,Spartina cynosuroides), Narrow-leaf Cat-tail (Typha angustifolia), and Saw Grass (Cladium spp.). Above tidal influence, the vegetation transitions to wooded swamp (404 type wetlands), including Bald Cypress (Taxodium distichum), Black Gum (Nyss a sylvatica), Sweet Gum (Liquidambar stmiflua), Pond Pine (Pinus serotina), and Red Maple (Acer rubrum); with shrub wetland vegetation including, Black Willow (Salimiligm), Silverling (Becch ris h limifo ia), and Wax Myrtle (Myrifa cerfera). The northern tract includes a large area of Comman Reed (Phragmites comminus), Common Cat- tail (Typha latifolia), Narrow-leaved Cat-tail (I:ypha angustifolia), Bull Rush (Scilpm, spp.), and other wetland species. There are numerous sites of old abandon vessels and ship debris within the wetland border, as well as, an abandon building on the southeastern shoreline that appears to have historically been some type of marine or water-related business. The Cape Fear River is approximately 600 feet wide at the project site. It's waters are classified as SC, by the. NC Division of Water Quality. There are no shellfish resources in the project area. At the project site, the Cape Fear River is a designated Primary Nursery Area (PNA), by the NC Division of Marine Fisheries. The Wilmington-New Hanover Land Use Plan classifies the project site area as Conservation. The applicant proposes to construct a commercial dock to facilitate the operation of fishing charter and entertainment/tour cruises, with commercial vessels ranging from 65 - 120 feet in length. No associated highground development is proposed at this time. The applicant currently operates his business in Carolina Beach and wishes to expand his commercial activities to the downtown Wilmington riverfront area. The proposed dock/wharf would be 1380 feet long and 24 feet wide, and it would be aligned along the west side of the US Army Corps of Engineer's Wilmington Harbor Line. The dock would be accessed from the highground in two areas. The existing pier at the north end of the property would be incorporated into the proposed structure, and a second access pier would be constructed in approximately the center of the property. It would be 75 feet long and 12 feet wide, flaring to 24 feet wide over the last 30 feet of the pier. The applicant states that any associated services (ie. fueling, sewage pump-out, food service, etc.) would be accomplished at the Carolina Beach berths or by on-site truck service. W. W. Winner Page 3 10. ANTICIPATED IMPACTS The proposed construction of the dock/wharf would incorporate approximately 33,660 square feet of estuarine waters and public trust area. An additional 540 square feet of coastal wetland would be shaded by the construction of the access pier. River bottom disturbance and temporary turbidity increases would be associated with the construction of the wharf. Since the applicant has not proposed any highground development, any additional associated impacts can not be anticipated. This property was presented to the City of Wilmington by the applicant, as a potential site for the convention center, however, it was not chosen by the selection committee. Winner Property HEA Project 00-1005 Narrative Project Description Sediment & Erosion Control Plan November 7, 2001 This project consist in general of the regrading of approximately 4.3 acres of the property to make the site usable for future development or application of additional spoil by the U.S. Army Corps of Engineers. The site currently contains a large spoil pile composed of sand with some shell fragments and two large piles of rock. This plan proposes to redistribute the spoil material over a larger portion of the site. A large dock facility may be constructed along the waterfront if the applicable permits can be obtained. Future development of the property will be consistent with applicable zoning and other regulations. Site Description The property comprises 13.68 +\- acres of which approximately 30% has been used in the past for the disposal of dredge spoil. The spoil area has been sparsley vegetated with grasses, shrubs and small trees. Access to the property is currently obtained off International Paper Co. Road (SR 1300). Based on sandy soil and lack of ditches it appears that stormwater run-off is not typically a problem. The property adjacent to the south of the site included the former Hamme Marine Railway. Property to the north of the site is owned by Wright Chemical Corporation. Reportedly most of the area is zoned for industrial uses. Area Land Use The property is located in an industrial setting with adjacent parcels used primarily for industrial use. Areas surrounding the site consist hardwood forest with several species represented (oak, hickory, gum and poplar). This property and surrounding properties were used to support river traffic in the past and contain pilings, potions of docks and other vestages of their past uses. Due to the site topography sediment control measures will be placed primarily along the north , east and south sides of the site in order to minimize the possibility of off-site impact. Soils The SCS classifies this area as Urban Land. Land that urban uses. Site observations indicate that the spoil pile with shell fragments. The underlying soils appear to be silty fine sands. has been filled or modified for consist of medium to fine sand more organic in nature and are Page 1 Winner Property HEA Project 00-1005 Proposed Sediment and Erosion Control Measures Construction Entrance Sediment & Erosion Control Plan November 7, 2001 A temporary gravel construction entrance will be constructed near the northwest corner of the property as shown on drawing C-3. The entrance will be constructed in accordance with the detail shown on drawing C-4. Maintenance of the entrance will be in accordance with the specifications provided on drawing C-4. Silt Fence Silt fence will be installed along the northern property line in proximity to the existing ditch to control sediment that may be transported by sheet flow run-off. Locations for the silt fence are shown on drawing C-4. Drawing C-5 provides details and specifications for the silt fence. Seeding/Mulching Seeding and mulching of disturbed areas will be completed as soon as practical after reaching final grade of the area and following approval of the Owner. Temporary seeding will be provided to disturbed areas if the area will not be actively graded for an extended period. Seeding and mulching specifications are provided on drawing C-4. Grading/Drainage Grading of the site has been minimized to the extent possible to preserve the natural drainage patterns and to eliminate the need for drainage structures. Disturbed areas will be seeded and mulched to establish ground cover. Additional soil amendments may also be necessary in order to establish groundcover. The contractor should consult the local conservation agent or a licensed soil scientist for recommendations. Topsoil is not present in the area of the site to be disturbed. All clearing and grading will be planned and conducted to minimize the duration of exposure of unprotected soils. W. W. Winner Page 2 9. PROTECT DESCRIPTION The project site is located on International Paper Co. Road, on the west bank of the Cape Fear River, just south of the USS North Carolina Battleship Memorial, on Eagle Island, in New Hanover County. The 10 acre tract consists of two properties. The southern property includes approximately 6.55 acres of highground that historically, appears to have been a dredge spoil disposal site. Although now wooded, remnants of the old perimeter dike are clearly visible, and there is a steep slope down to adjacent wetland areas on the east and north sides of the property. The second parcel is adjacent to the north side of the larger tract and includes, approximately 1.32 acres of highground. It is relatively flat and low in elevation, and is separated from the other property by a wetland draw and a tidal ditch along the central property line. On the highground of the northern parcel, there is an existing gravel/dirt parking area, a small building in disrepair, and a small fixed pier (40' X 11') and T-head platform (33' X 11.6'). A portion of the shoreline on this property is stabilized by an old creosote timber bulkhead. The remainder of this tract consists of wetlands, which have been delineated and approved by the US Army Corps of Engineers. Together, the two parcels are approximately 1,420 feet wide along the Cape Fear River, and 500 feet in depth from the International Paper Company Road (SR 1300) right-of-way. Waterward of the river bank, there is a border of wetland vegetation, ranging in width from approximately 15 feet at the northeast end of the shoreline to 300 feet wide on the southeast end of the tract. This coastal wetland border is primarily Smooth Cordgrass (tea altemiflol?), Salt Reed Grass (Sp na ynosuroides), Narrow-leaf Cat-tail (Typha angvstifolia), and Saw Grass (Cjadium spp.). Above tidal influence, the vegetation transitions to wooded swamp (404 type wetlands), including Bald Cypress (Taxodium distichum), Black Gum (Nj sy sa sylvatica), Sweet Gum a quidambar stryciflua), Pond Pine (Pinus serotina), and Red Maple (Acer rubrum); with shrub wetland vegetation including, Black Willow (5AUxj1i=), Silverling (Baccharis ha imifo ia), and Wax Myrtle (Mylim cerfera). The northern tract includes a large area of Comman Reed (Phragmites comminus), Common Cat- tail (T)pha lat'fo ia), Narrow-leaved Cat-tail (Typha an stifo ia), Bull Rush (SLilM, spp.), and other wetland species. There are numerous sites of old abandon vessels and ship debris within the wetland border, as well as, an abandon building on the southeastern shoreline that appears to have historically been some type of marine or water-related business. The Cape Fear River is approximately 600 feet wide at the project site. It's waters are classified as SC, by the NC Division of Water Quality. There are no shellfish resources in the project area. At the project site, the Cape Fear River is a designated Primary Nursery Area (PNA), by the NC Division of Marine Fisheries. The Wilmington-New Hanover Land Use Plan classifies the project site area as Conservation. The applicant proposes to construct a commercial dock to facilitate the operation of fishing charter and entertainment/tour cruises, with commercial vessels ranging from 65 - 120 feet in length. No associated highground development is proposed at this time. The applicant currently operates his business in Carolina Beach and wishes to expand his commercial activities to the downtown Wilmington riverfront area. The proposed dock/wharf would be 1380 feet long and 24 feet wide, and it would be aligned along the west side of the US Army Corps of Engineer's Wilmington Harbor Line. The dock would be accessed from the highground in two areas. The existing pier at the north end of the property would be incorporated into the proposed structure, and a second access pier would be constructed in approximately the center of the property. It would be 75 feet long and 12 feet wide, flaring to 24 feet wide over the last 30 feet of the pier. The applicant states that any associated services (ie. fueling, sewage pump-out, food service, etc.) would be accomplished at the Carolina Beach berths or by on-site truck service. W. W. Winner Page 3 10. ANTICIPATED EMPACTS Thy; proposed construction of the dock/wharf would incorporate approximately 33,660 square feet of estuarine waters and public trust area. An additional 540 square feet of coastal wetland would be shaded by the construction of the access pier. River bottom disturbance and temporary turbidity increases would be associated with the construction of the wharf. Since the applicant has not proposed any highground development, any additional associated impacts can not be anticipated. This property was presented to the City of Wilmington by the applicant, as a potential site for the convention center, however, it was not chosen by the selection committee. Clearly, some type of future upland development will be associated with this tract. Submitted by: E. F. Brooks Date: 11/26/01 Office: Wilmington Winner Property HEA Project 00-1005 Narrative Proiect Description Sediment & Erosion Control Plan November 7, 2001 This project consist in general of the regrading of approximately 4.3 acres of the property to make the site usable for future development or application of additional spoil by the U.S. Army Corps of Engineers. The site currently contains a large spoil pile composed of sand with some shell fragments and two large piles of rock. This plan proposes to redistribute the spoil material over a larger portion of the site. A large dock facility may be constructed along the waterfront if the applicable permits can be obtained. Future development of the property will be consistent with applicable zoning and other regulations. Site Description The property comprises 13.68 +1- acres of which approximately 30% has been used in the past for the disposal of dredge spoil. The spoil area has been sparsley vegetated with grasses, shrubs and small trees. Access to the property is currently obtained off international Paper Co. Road (SR 1300). Based on sandy soil and lack of ditches it appears that stormwater run-off is not typically a problem. The property adjacent to the south of the site included the former Hamme Marine Railway. Property to the north of the site is owned by Wright Chemical Corporation. Reportedly most of the area is zoned for industrial uses. Area Land Use The property is located in an industrial setting with adjacent parcels used primarily for industrial use. Areas surrounding the site consist hardwood forest with several species represented (oak, hickory, gum and poplar). This property and surrounding properties were used to support river traffic in the past and contain pilings, potions of docks and other vestages of their past uses. Due to the site topography sediment control measures will be placed primarily along the north , east and south sides of the site in order to minimize the possibility of off-site impact. Soils The SCS classifies this area as Urban Land. Land that has been filled or modified for urban uses. Site observations indicate that the spoil pile consist of medium to fine sand with shell fragments. The underlying soils appear to be more organic in nature and are silty fine sands. Grading/Drainage Grading of the site has been minimized to the extent possible to preserve the natural drainage patterns and to eliminate the need for drainage structures. Disturbed areas will be seeded and mulched to establish ground cover. Additional soil amendments may also be necessary in order to establish groundcover. The contractor should consult the local conservation agent or a licensed soil scientist for recommendations. Topsoil is not present in the area of the site to be disturbed.
