Hi Amy,
We did an add info on this at your advisement and we received an inadequate response. Attached is the
response. The inadequacies are as follows:
1. Lack of avoidance and minimization:
The traffic circle on the southern end is placed exactly where it would have the most stream impacts
with no explanation or defense of its position. The traffic circle could be moved further north or south
and eliminate hundreds of feet of impact. (stream is intermittent, though if is was less urban I know I
would have had bugs to make it perennial)
2. Hazardous spill basin: The response claims it will be in a residential area, but there is one lot currently
under redevelopment as a QT gas station and the other several acre lot remains undetermined at this
point. Everything from the minor arterial drains to the CA on the redline plans. I was told the following
for haz spill basins by Andy McDaniel in Raleigh:
"The following updated functional classes 'match' so to speak the former 'urban arterial' and 'rural arterial' classes for
the purposes of the Hazardous Spill Basin guidelines:
• Interstate
• Other Freeway
• Other principal arterial
• Minor arterial"
Based on this minor arterial is required to have a haz spill basin. There was also a response from another in
Andy's group (Brian Lipscomb) that said there was no crossing, but they are impacting the stream and it is
perennial. I am not sure where he got that from because there are many basins that went in where there
aren't crossings.
Robert has been copied on the emails. I have attached some pics for ease of understanding. I believe they
should have designed a haz spill basin here and they didn't.
