Dear Ms. Englestad:
On March 9, 2020, Brian Lambe from the Wilmington Regional Office of the Division of Energy, Mineral,
and Land Resources (DEMLR), conducted a compliance evaluation inspection for Armour Lumber Mill -
Riegelwood located in Columbus County, North Carolina. The site drains to Livingston Creek, which is
currently classified as Class C, Sw Waters in the Cape Fear River Basin.
The following observations were noted during the DEMLR inspection (please see the attached
addendum for additional information about your permit):
Ms. Englestad requested site visit to observe an additional outfall on the southwest side of the property.
The outfall is adjacent to a small bridge that crosses a tributary to Livingston Creek, Classification C, Sw.
The outfall can be handled in several differing ways: 1. Declare it as an outfall and start sampling,
analytical and qualitative. 2. Declare as an outfall and request representative outfall status. Qualitative
sampling will be needed. Submit ROS application. 3. Divert flow down the road swale to stormwater
pond to eliminate discharge point.
Enclosed is the representative outfall status form. Please email a copy to me when you send the
