Regional Office Supervisor Surface Water Protection Section North Carolina Division of Water Quality 2090 U.S. Highway 70 Swannanoa, N.C. 28778 I I f Water Quality Regional Operations Asheville Regional Office SUBJECT: Environmental Management Commission Settlement Agreement Quarterly Status Report City of Brevard Collection System Dear Mr. Davidson, The City of Brevard offers this quarterly report as requested to document Sewer Collections System com- pliance activities for the period of October, November and December of 2019. 1. As in preceding reports submitted, the City of Brevard is actively dedicated to fulfilling collection sys- tem management requirements by designating funds for system improvements each fiscal year and $100,000 was included in the fY 2019-2020 budget for eliminating inflow and infiltration. • In December, 2019 the city contracted Summit Engineering Group of NC Inc. for the engineer- ing design services for the proposed Gallimore Sewer Basin Rehabilitation Project, The $320,500 project will include the rehabilitation or repair of approximately 12,270' of sewer mains and associated manholes with the Gallimore Sewer Basin. • Stockton Infrared Thermographic Services was contracted to provide an aerial infrared survey of the distribution system to provide locations of water leaks. The survey should reveal areas of potential infiltration for future repair. 1 2. There were no sewer discharge events in the city during this quarter. The Tennessee Valley Authority reported a total of 19.91" of precipitation was received in the Brevard area during this period. 3. During the reporting period, City Collections Division personnel completed the following inflow and infiltration improvements: • Video inspection of sewer mains and service lines was performed on a total of 2,744' to assess the condition of pipes, confirm location and depths, or to provide data for determining pro- posed inflow and infiltration site rehabilitation. • Visual inspections were performed during the quarter and assessment included: • Visual inspection of sink holes on W. Jordan Street suspected of contributing to inflow was performed. Dye and water were flowed into the holes adjacent to manhole #BC- 142 within the Brushy Creek Basin. Dye became visible inside manhole #BC-141 down- stream and confirmed infiltration into the sewer system. The holes were filled with Sakrete (concrete) mix pending further excavation and repair. • Monthly inspection of a 4" sewer service line and clean out serving the American Legion on E. Jordan Street was performed and verified the pipe was in good condition with no further deterioration or blockage present. This service is provided to ensure aged pipe does not contribute to system inflow until replacement is completed by the owner. • Discovered inflow sites were remediated during this reporting period: • Tree roots attributed to a 12" sewer main and 4" sewer service line deterioration on Mclean Road. A 6" saddle was replaced on the 12" pipe to eliminate the damaged sec- tion of pipe. • Discovered open cleanout standpipes on the Asheville Highway and Summerplace Court were plugged to prevent inflow. Broad Street. • Collections System manhole maintenance was performed at various locations to prevent storm water infiltration. • Overgrown ivy vines were removed for the top of manhole #SB-004 on Dogwood Drive in the Singing Branch Basin. • All manholes in the vicinity of Hospital Drive were inspected for a possible discharge or blockage. A complaint was received regarding a strong odor of sewer in the area; however, after visual inspection of manholes and right-of-ways in the area, no is- sues were found. • An additional complaint was received along the Asheville highway Bike Path in the Lambs Creek Basin. Manholes were opened and inspected along the path and included all manholes between #LS-059 and #LS-070 with no blockages or mainte- nance issues detected. • Manhole #LS-058 on Idlewood Street in the Lambs Creek Basin was visually inspected during a heavy rain event. The inspection revealed no visible evi- dence of a blockage was present and no overflow had occurred. Normal sewage flow was observed. • Bolts were inserted into the lid of manhole #BC- 080 on S. Broad Street to prevent storm water in- flow. • Gallimore Road manhole #BC-072 was inspected for potential grease accumulation based on a pre- vious blockage at the site. The visual inspection revealed adequate sewer flow with no additional grease accumulation at the time of inspection. • A discovered sewer blockage inside Hillview Circle manhole #BC-157 was cleared. 4. System operations and maintenance for the quarter in- cluded the following activities. • Semi-annual inspection of system high priority sewer mains was performed. Each location and rights -of -way were inspected with maintenance performed as necessary. 3 • New sewer tap applications were received for five (5) locations: • One (1) - 6" commercial tap installed for WCWW, LLC for the proposed W4 Carwash lo- cated at 391 Asheville Highway in the Lambo Creek Basin. • A new 4" residential sewer tap was installed for Jackson Wine Construction at 184 Bur- rell Avenue in the Kings Creek Basin. • A new 6" residential sewer tap was installed for Timothy Worley at 345 Osborne Road in the Lambs Creek Basin. • Two (2) - new 4" residential taps were installed for Joe Bryson Construction for lots lo- cated at 160 and 62 Miner Street within Jumping Branch Basin. • One (1) sewer tap required replacement during December. • One (1) - 4" residential tap was replaced for Lenze Real Estate, LLC for new construction proposed for 400 E. French Broad Street. The existing tap serving a former structure on the lot was replaced and included 40' of 4" sewer service line, 5' of 8" PVC pipe and a 4" clean check to complete the installation.
