On September 10, 2019 the City of Wilson received from Green Engineering a Sedimentation and
Erosion Control plan for the construction site known as the Barton College Dry Detention site.
The approved total land disturbance of 1 acres for the subject site was issued on 3/5/2020.
Please be aware that this approval is based in part on the accuracy of the information provided
in the Financial Responsibility Form that is associated with the subject site mentioned above.
You are hereby requested to file an amended form if there is any change in the information
included on the form.
The General Contractor or delegated agent is required to set up a Pre-construction
meeting (before construction begins) with Mr. Michael Horan, CPESC.
The City of Wilson has been granted delegated authority from the North Carolina
Division of Energy, Mineral and Land Resources to regulate land disturbing activities subject
to the Sedimentation Pollution Control Act of 1973. This Act is performance oriented,
requiring protection of existing natural resources and adjoining properties. If the approved
sedimentation and erosion control plan is in adequate to meet the requirements of the
Sedimentation Pollution Control Act of 1973 (NCGS 113A-51 through 66), this office may

require revisions to the plan and implementation of the revisions to insure compliance with the
Act. Acceptance and approval of this plan is conditioned upon your compliance with all
Federal, State, local “City of Wilson Unified Development Ordinances” and or County
ordinances and or rules applicable to this land disturbing activity.
”Any construction activities that have an E&SC Plan approved on or after April 1, 2019
are required to fill out and submit an electronic Notice of Intent (e-NOI) form at the
link below. All construction activities are required to follow the new NCG01 permit
regardless of when they were approved. The new permit and the two standard detail
sheets (or similar) shall be available at every construction site.”1
You must complete an e-NOI submittal process as of April 1st, 2019 for the
