DANIEL SMITH Director NORTH CAROLINA Environmental Quality March 16, 2020 Robert Roth —Technical Services Manager Synagro Central LLC 284 Boger Rd Mocksville, North Carolina 27028 SUBJECT: 2018 Annual Report Review Synagro Central DCAR Distribution of Class A Residual Solids (503 Exempt) Permit No. WQ0035207 Davie County Dear Mr. Roth: The Division of Water Resources (DWR) acknowledges receipt of the 2018 Annual Report for the subject permit. A review of this report was conducted by DWR staff person Rebecca Chandler. Review of the subject report noted the following deficiencies and items of concern: Deficiencies: 1. Pathogen/vector reduction was missing from the Cone Mills WWTP source on the Attachment A. The requirement for this sampling was believed to be incorrectly added to the Attachment, thus permit correction/modification is being completed through Central Office to resolve this deficiency. 2. Quarterly sampling for the Cones Mills WWTP was not within a once -per -quarter regime and was slightly out of sampling at least during the quarters in which applications occurred (1st, 3rd, 4th). Please be sure that sampling is completed appropriately as required by the Permit. 3. Quarterly sampling for the Hood Creek WTP was slightly outside of once -per -quarter. 4. Quarterly sampling for the John Kime WTP, PTRWA was slightly outside of once -per - quarter. Items of Concern: • Residuals for John Kime WTP, PTRWA showed very low pH. Monitor and lime fields as needed. • Residuals for the Pittsboro WTP showed very low pH. Monitor and lime fields as needed.
