'C-Car,eiet County, In accordance with your application received March 1, 1988, we are forwarding herewith Permit No. 3819R3, dated July 6, 1988, to Carol.i.na. Water Service for the continued operation of the existing wastewater collection system, and the construction and operation of expanded wastewater treatment and spray irrigation disposal facilities. This permit shall be effective from the date of issuance until July 30, 1993, shall void Permit No. 3819R2 issued July 14, 1986, and shall be subject to the conditions and limitations as specified therein. Your attention is called to the expiration date of this permit and to the special conditions regarding installation and operation of the golf course spray irrigation system (conditions 13, 14, 20, 23, 24, and. 25). Please also take notice of the conditions requiring spare parts for the tertiary filter, effluent and groundwater monitoring, and submission of a sludge disposal plan. If any parts, requirements, or limitations contained in this permit are unacceptable to you, you have the right to request an adjudicatory hearing upon written request within 30 days following receipt of this permit. This request must be in the form of a written petition, conforming to Chapter 1.50B of North Carolina General Statutes, and filed with the Office of Administrative Hearings, Post Office Drawer 11666, Raleigh, North Carolina 27604. Ramsey Mr. John Campbell NORTH CAROLINA ENVIRONMENTAL MANAGEMENT COMMISSION DEPARTMENT OF NATURAL RESOURCES AND COMMUNITY DEVELOPMENT RALEIGH P E R M I T For the discharge of Sewage, Industrial Wastes, or Other Wastes In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North Carolina as amended, and other applicable Laws, Rules, and Regulations PERMISSION IS HEREBY GRANTED TO Carolina Water Service Carteret County FOR THE continued operation of the existing sewer collection system serving the Brandywine Bay Development; modification and expansion of the existing 50,000 GPD tertiary type wastewater treatment facilities with standby power to increase flow capacity to 1.50,000 GPD, said modification consisting of the addition of a 37,500 gallon capacity aerated flow equalization tank with dual 250 GPM pumps and high-water alarm, a splitter./flow control box, a new 100,000 GPD extended aeration plant installed in parallel with the existing plant with dual 50,000 gallon aeration tanks, dual 450 CFM blowers, dual 8,378 gallon clarifiers and a 7,539 gallon sludge holding tank, a 125 square foot rectangular tertiary sand filter with automatic "traveling bridge" backwash system, and a 9,700 gallon baffled chlorine contact tank with gas chlorinator; construction and operation of a "5-day" detention pond (1.22 MG capacity) and a larger 3.35 acre storage lagoon for treated effluent; installation of piping and control valves for gravity discharge of stored effluent into the existing golf course irrigation pond; modification and upgrading of the existing golf course irrigation system for spray irrigation of treated effluent from the Brandywine Bay Wastewater Treatment Plant and operation of said system with no discharge to the surface waters of the State, pursuant to the application received March 1, 1988, and in conformity with the project plan, specifications, and other supporting data subsequently filed and approved by the Department of Natural. Resources and Community Development and considered a part of this permit. This permit shall be effective from the date of issuance until July 30, 1993, and shall be subject to the following specified conditions and limitations: - 1.; This permit shall become voidable unless the facilities are constructed in accordance with the approved plans, specifications and other supporting data. �;;� 2. This permit is effective only with respect to the nature and volume of wastes y described in the application and other supporting data. /3. The facilities shall be properly maintained and operated at all times. ,4. The sewage and wastewater collected by this system shall be treated in the Brandywine Bay Wastewater Treatment Plant prior to disposal by spray irrigation. " J5. This permit is not transferable. �6. This permit shall become voidable in the event of failure of the soil to adequately absorb the wastes and may be rescinded unless the facilities are installed, maintained, and operated in a manner which will protect the assigned water quality standards of the surface waters and ground waters. J7. The Wilmington Regional Office, phone no. 919/256-4161 shall be notified at least twenty-four (24) hours in advance of start-up of the installed facilities so that an in -place inspection can be made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. J8. The sludge generated from these treatment facilities must be disposed of in accordance with General Statute 143-215.1 and in a manner approvable by the North Carolina Division of Environmental Management. 9. The facilities shall be effectively maintained and operated at all times so that there is no discharge to the surface waters, nor any contamination of ground waters which will render them unsatisfactory for normal use. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions or failure of the irrigation area to adequately absorb the wastewater, the Permittee shall take such immediate corrective action as may be required by the Division of Environmental Management. V/10. Irrigation shall not be performed during inclement weather or when the ground is in a condition that will cause runoff. V11. Diversion or bypassing of the untreated wastewater from the treatment facilities is prohibited. ✓12. The Permittee, at least six (6) months prior to the expiration of this permit, shall request its extension. Upon receipt of the request, the Commission will review the adequacy of the facilities described therein, and if warranted, will extend the Permit for such period of time and under such conditions and limitations as it may deem appropriate. J13. The spray irrigation applications shall not exceed: a. 0.1 inch per hour on Fairways 1, 2, 3, 4, 5, 6 ,7 ,8, 10, 11, 12, and 15, and a maximum daily application time of 1.42 hours. b. 0.2 inch per hour on Fairways 9, 13, 14, 16, 17, and 18, and a maximum daily / application time of 1.07 hours. v�14. The Permittee shall employ a certified wastewater treatment plant operator to be `r in responsible charge of the wastewater treatment facilities. Such operator must hold a certificate of the grade at least equivalent to the classification assigned to the wastewater treatment facilities by the Certification Commission. J15. Freeboard in the effluent storage lagoons shall not be less than .one (1) foot at any time. J16..Adequate facilities shall be provided to prevent surface runoff from carrying any disposed or stored material into any surface waters. `/17. The issuance of this permit shall not relieve the Permittee of the responsibility for damages to surface or groundwaters resulting from the operation of this facility. `/18. The facilities shall be effectively maintained and operated as a non -discharge system to prevent the discharge of any wastewater resulting from the operation of / this facility. ,/19. No type of wastewater other than that from Brandywine Bay Wastewater Treatment Plant shall be sprayed onto the irrigation area. ✓20. Adequate provisions shall be taken to prevent wind erosion and surface runoff from conveying pollutants from the sludge application area onto the adjacent property or into the surface waters. l 21. Prior to beginning waste disposal operations, two (2) additional monitor wells must be installed to monitor groundwater quality at the spray sites. The location and construction details for these wells must be approved by the Wilmington Regional Office from which a well construction permit must be issued. Any additional groundwater monitoring deemed necessary by the Division shall be f provided. ,�22. Any monitoring deemed necessary by the Division of Environmental Management to insure surface and ground water protection will be established and an acceptable sampling reporting schedule shall be followed. a. Tests and measurements of effluent and groundwater quality (from five (5) existing monitor wells at lagoons, and two (2) new monitor wells at spray sites) are required as follows: TEST/MEASUREMENTS pH NO3 TOC Total Coliform Chlorides Total Dissolved Solids Water Level Total Ammonia TOX LOCATION OF SAMPLING FREQUENCY March/July/November 11 n b. Fecal coliforms levels in the effluent from the chlorine contact tank shall not exceed 1/100 ml. c. Residual chlorine shall be checked before the 5-day detention pond on a daily "'•' basis. d. Total suspended solids shall be checked weekly after filtration. Monthly average TSS shall not exceed 5 mg/1 and the daily maximum shall not exceed 10 mg/1. e. Measurements of water level in the groundwater monitoring wells shall be made prior to sampling for the remaining parameters. f. The applicant should monitor NO3, N1I3 as N, and 'total phosphorus in the golf course irrigation pond to determine what nutrient- supplements are needed for course grasses.. g, The analytical methods used for TOX must be capable of detecting the total of all halogenated organic compounds present at a concentration of 5.0 parts per billion (ppb) or greater. In the event that a TOX concentration of 5.0 ppb or greater is detected, any individual halogenated organic compound(s) present at a concentration at or above the method detection limit (MD.L) must be identified and quantified utilizing EPA methods 601, 602, 604, and 611. h. The results of the sampling and Analysis shall be sent to the N.C. Division of Environmental Management on Form GW-59 (Compliance Monitoring Report Form) by the last day of the month following the months in which sampling is required. i. All monitor wells must be sampled, initially, for the parameters specified above, prior to start of wastedisposal operations. k/23. Signs shalt. be posted at the golf coarse pro -shop stating that the course is :trri.gated with treated wastewater.. +. Spray irrigation shall occur only between 11:00 pm and three (3) hours prior to the daily opening.of the golf ccurse. '�°5. In the design of the sprinkler system; the piping shall be a separate system, with no cross -connections to a potable water supply. There shall be no spigots on the irrigation system. 26. A complete inventory of spare parts, as listed by the manufacturer, shall. be maintained on site for immediate use when needed to put the "traveling bridge" filter back into operation after a failure. ✓27. Within 120.days of permit issuance, the Permittee shall submit a scheme for the authorized disposal of sludge. Permit. .issued this the 6th day of July, 1988.
