Dear Mr. Smith:
Willcox & Mabe Soil Solutions, PLLC (WMSS) is submitting the enclosed Additional
Information Response for the referenced permit application for Granville Farms
Residuals Land Application Program. Please accept this letter as response to the
referenced items within the Additional Information Request from the North Carolina
Department of Environmental Quality (NCDEQ) — Division of Water Resources (DWR),
Non -Discharge Permitting Unit (NDPU) dated February 21, 2020. WMSS is providing
response to the following items with the question and response given below:
Question:
• Field 10 has been mapped as mostly Rains series. On the site/soil evaluation it was
noted that the drainage ditches have artificially lowered water tables. Please
provide more information on why this determination was made.
Response:
• On March 5, 2020, Mr. Rob Willcox with WMSS had a phone conversation with
Mr. Gary Kreiser with the NCDEQ-Raleigh Regional Office to discuss this
question. Based upon past experience, and field reviews with NCDEQ staff
throughout most of the NC regional offices, land application sites with poorly
drained soils that have been ditched and artificially drained for agricultural use,
have been routinely reviewed and approved for land application permitting. Sites
that have maintained ditches have shown that actual water tables are typically
greater than 12 inches below the existing ground surface (bgs). Farming activities
and land application activities would not be able to take place when actual water
tables are within 12 inches bgs. Based upon my professional opinion, the Rains
series that has been mapped on this farm (when accurately mapped) is more
associated with a relict water table condition versus an active condition and
ditches have allowed water tables to be artificially lowered during growing
seasons when land application activities would be occurring. Based upon my
assessment, Field 10 should be suitable for land application permitting.

Question:
• Portion of Field 9 has been mapped as Rains. However, no soil boring was
performed to verify this. Please provide soil boring information to verify that the
portion of the field is Rains or remove that portion from the application area.
Response:
• Based upon my site review, areas mapped by the Natural Resource Conservation
Service (MRCS) as Rains on this site have not been accurately mapped in many
areas (ie. Profile 7-2 is in a mapped Rains unit and the actual soils in that location
are more similar to the Goldsboro series based upon a field specific review). The
area of soils mapped as Rains in Field 9 is a very small Rains unit and has been
extensively altered with ditches. In close proximity to the Rains unit, the
Lynchburg series has been identified. Again, based upon my professional
opinion, the Rains series that has been mapped on this farm is more associated
with a relict water table condition versus an active condition and ditches have
allowed water tables to be artificially lowered during growing seasons when land
application activities would be occurring. Based upon my assessment, Field 9
should be suitable for land application permitting.
