We wish to thank Guido Carrera, the ORC, for his help during the inspection. On the day of the inspection, the ORC stated that the septic tank was Iast pumped in October 2018. There is a riser over the second chamber of the septic tank but not the first. The second chamber was opened. The filter was found to be in good condition. It was cleaned during the inspection. A sludge judge used to determine that there is 8 to 12" of solids in the second chamber of the septic tank. It is unknown how much solids are in the first chamber. It is time to have both chambers of the septic tank pumped. There are no signs of surfacing water at the sand filter. There were chlorine tablets in the chlorinator. The sprayfield pump tank appeared to be in good condition. The timer operated pump was operated and all sprayheads were in good working order. There was a fence and a sign around the sprayfield and vegetation is being maintained. The pump was last calibrated with a drawdown test in 2018 and found to be pumping 14 gpm. The facility averages 60 to 140 gpd of the 500 gpd permitted (low and irrigates 5 - 7" of the 39" permitted. Records were reviewed and found to be in good order. Please also refer to the attached inspection report. 1I. PERFORMANCE STANDARDS Condition 1 which states, "The subject non -discharge facilities shall be effectively maintained and operated at all times... On the day of the inspection, neither the visual or audible alarm were working and the floats used to shut the pump off to prevent it from burning out in low water conditions was not in working order. The audible and visual alarms must be repaired and the low Neater cutoff system should be repaired to protect the pump. This office requires that the violations, as detailed above, be abated immediately and properly resolved. Environmental damage and violations of North Carolina Administrative Codes have been documented for the subject site as stated above. Your efforts to undertake activities to bring the subject site back into compliance is not an admission, rather it is an action that must be taken in order to begin to resolve ongoing environmental issues. You are required to take any necessary action to correct the above violations and to provide a written response to this Notice on or before December 31, 2018. Please include in your response all corrective actions already taken and a schedule for completion of any corrective actions not addressed. Failure to comply with the State's rules, in the manner and time specified, may result in the assessment of civil penalties and/or the use of other enforcement mechanisms available to the State. Failure to comply with conditions in a permit may result in a recommendation of enforcement action, to the Director of the Division of Water Resources, who may issue a civil penalty assessment of not more that twenty-five thousand ($25,000) dollars against any "person' who violates or fails to act in accordance with the terms, conditions, or requirements of a permit under authority of G.S. 143-215.6A.
