Box 18725 2925 East Independence Blvd. Charlotte, N.C. 28218 Subject: Speculative Limits for Long Creek WWTP Expansion into the South Fork Catawba River Dear Mr. McLaughlin: Your request for speculative effluent limits for the proposed expansion of the Gastonia-Long Creek facility to the South Fork Catawba River has been com- pleted by the staff of the Technical Support Branch. The speculative nature of this analysis must be emphasized because of its completion without review or comments from the staff of our Mooresville Regional Office. upon their review, additional information could be provided that was not input during this analy- sis. Gastonia proposes to relocate the Long Creek outfall to just below the Spen- cer Mountain Dam in the South Fork Catawba River. A point of concern during the modeling analysis was that the new location is in a section of river where a large diversion of flow occurs in the mainstem of the South Fork Catawba River due to Duke Power's Spencer Mountain Hydropower Project . Technical Support has acquired information that states the FERC required release of the Dam is only 25 cfs in this affected segment. Division policy requires that the modeling analy- sis must be performed using the release of the Dam as the design flow for establishing the wasteload. Based on the information available, the Technical Support Branch developed effluent limits at the wasteflow of 8.0 MGD. Our modeling analysis indicates the following interim limits for conventional constituents will be acceptable for an interim level of water quality protection until the facility upgrade is completed: BOD5 15 NH3—N 7 DO 5 Fecal Coliform 200 pH 6-9 Polludon Prewndon Pays P.O. Box 27687,Raleigh,North Carolina 27611-7687 Telephone 919-733-7015 An Equal Opporlvnity Affim-lative Action Employer Tentative effluent limits were also developed for metals; however the pretreatment information used was submitted to the Division in 1987, and has probably been updated since then. The recommended daily maximum limits based on this preliminary information are: Chromium 150 ug/l Nickel 265 ug/l Lead 34 ug/1 Cyanide 15 ug/l Mercury 0.04 ug/1 Monthly effluent monitoring requirements should also be included for cad- mium, copper, zinc, and silver. The instream waste concentration (IWC) at 8 .0 MGD is 33% and a chronic toxicity testing requirement, with sampling in the months of March, June, September, and December, will remain a permit condition. You should note that the preliminary limits given above are only an interim solution until Gastonia's plant upgrades are completed. The Division of Envi- ronmental Management (DEM) is currently planning a basinwide water quality management initiative. our schedule for implementation in the Catawba River Basin begins in 1995. The plan will address all sources of point and nonpoint pollutants. In addressing interaction of sources, wasteload allocations may be affected. Those facilities that already have high levels of treatment technol- ogy are least likely to be affected. The City of Gastonia should consider the implementation of this basinwide strategy in planning its relocation and subsequent expansion, as opposed to limits proposed here which only address the receiving waters of the South Fork Catawba River. Therefore, DEM recommends planning for advanced tertiary limits for the plant expansion. As a tributary to Lake Wylie, the South Fork Catawba River will be reviewed for nutrient reductions to the Lake. Although no management decisions have been made, nutrient limitations on point sources are considered a possibility. Gas- tonia should anticipate the possible inclusion of a total phosphorus limit that would range from 0.5 to 2 mg/l. A total nitrogen limit of 4 to 8 mg/l is also possible. A plant designed with a high degree of flexibility to include nutrient removal should be considered. North Carolina has recently adopted an action level for total residual chlo- rine (TRC) of 17 ug/l to protect against toxicity to aquatic life under low flow conditions . An effluent TRC limit of 28 ug/1 will be applied to the expanded Gastonia facility at the relocated discharge once the facility is upgraded. The process of chlorination-dechlorination or alternative methods of disinfection are options to be considered in order to comply with the TRC limit. Color and turbidity in the South Fork Catawba Basin are viewed by DEM as problems. Basin management plans are likely to develop strategies to address these problems. If significant industrial users contribute color to Gastonia' s effluent, they may wish to begin building a database of influent and effluent color. No. 90087.00 Subject: South Fork Limits Dear Mr. Clements: This letter is written in reference to our recent phone conversation regarding the use of interim limits for the proposed Long Creek WWTP outfall extension. As you are aware, we are proposing to extend the existing plant outfall to the South Fork River at approximately latitude 350 19' 35" and Longitude 81' 06' 52". We hereby request on behalf of the City of Gastonia, new permit limits for this outfall extension. While we understand that the South Fork River may not offer a great increase in limits for metals, we would anticipate an increase with regard to toxicity, 1301) , TSS, etc. Please keep in mind Ihat this request is based on the existing; permitted plant flow of 8 MGD. The plant expansion will not go into effect until after this outfall is complete and in operation. If you have any questions, or require any further information, please give me a call.
