Dear Ms. Tunstall:
The Pretreatment, Emergency Response, and Collection Systems Unit (PERCS) of the Division of Water
Resources has reviewed the Industrial User Pretreatment Permit (IUP) modification submitted by the City of
Lincolnton for the following Significant Industrial User (SIU). The IUP was received by the Division on February
20, 2020.

The review indicates that with the observation below, the IUP is adequate and meet the minimum
requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f)(1)(iii). The allocation table, maintained in
the Division's database, has been updated accordingly.
15A NCAC 2H .0917 was updated in July 1, 2019 to require control authority transmit to the Division copies of
all significant industrial user pretreatment permits 30 days prior to the effective date.
Federal and State pretreatment regulations require that the local delegated pretreatment program effectively
control and document the discharge of wastewater from Significant and Categorical Industrial Users to the
POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
