1) It appears that necessary documentation was not attached and therefore the following
elements of the ePCN are not addressed:
a) A.4.4h – explain the purpose of the proposed project
b) A.4.4i – explain the overall project in detail, including indirect impacts and the type of
equipment to be used
c) E.1a – specifically describe measures taken to avoid or minimize the proposed impacts in
designed the project
d) E.1b – specifically describe measures taken to avoid or minimize the propo sed impacts
through construction techniques
e) G.5j – what sources did you use to determine whether your site would impact Endangered
Species or Designated critical habitat
f) G.6b – what sources did you use to determine whether your site would impact and Essential
Fish Habitat
R: The necessary documentation was inadvertently omitted from the original submittal due to
malfunctions with the USACE online submittal process. The items noted above have been
included in the resubmittal package enclosed.
a) The purpose is explained in the PCN Supplemental Information document in Section B
3d.
b) The detailed project description is included in the PCN Supplemental Information
document in Section B 3e.
c) Avoidance and minimization measures are described in the PCN Supplemental
Information document in Section D 1a.
d) Avoidance and minimization via construction measures are described in the PCN
Supplemental Information document in Section D 1b.
e) The Endangered Species determination is included in the enclosed environmental

assessment performed by Axiom Environmental on December 17, 2019
f) The unnamed tributary is an urban stream. The fish habitat information is included in
the enclosed environmental assessment performed by Axiom Environmental on
December 17, 2019.
2) Please provide an exhibit depicting a delineation of jurisdictional features within the
proposed project site.
R: The exhibit is included in the enclosed environmental assessment performed by Axiom
Environmental on December 17, 2019
3) Please update D.3a to address the 26 linear feet of temporary stream impacts as shown
on “Sheet 1 – Buffer Impact Exhibit”.
R: The PCN Form has been updated to show 33 linear feet of total stream impacts, temporary
and permanent. The stream impacts are documented in the enclosed PCN Supplemental
Information in Section B 3e and Section C 3i.
4) Please calculate and include on “Sheet 1 – Buffer Impact Exhibit” the cubic yard per running
foot, as measured along the length of the treated bank, below the plane of the ordinary hig h
water mark.
R: The cubic yard per running foot below the ordinary high water mark has been calculated for
the riprap bank toe. The impact has been shown on the revised impact exhibit.
5) The ePCN was submitted without a signature. Please sign the PCN when submitting
additional information.
R: The enclosed PCN has been signed on Page 10.
6) An additional request for information may be required when evaluating the elements in
remark 1.
