was observed to be built within substantial compliance of this permit.

I, The Division received a request for an Authorization to
'• Construct from the Town of Waynesville on May 5 , 2000 . . The
proposed wastewater treatment plant modification consists of
replacing the existing raw waste screw pumps with
centrifugal pumps . Construction plans for the proposed
wastewater treatment plant modification have been reviewed
and found to be satisfactory. Authorization is hereby
granted for the construction and operation of three and
1` later four 2 , 700 gallon per minute centrifugal pumps to
replace the existing Town of Waynesville Wastewater
. Treatment Plant raw waste screw pumps .
r• .' Specifically, authorization is granted for the
construction and operation of the following:
(1) Three and later four 2 , 700 gallons per minute raw
waste pumps and related piping and controls .
(2) A building to provide a foundation and shelter for
the pumps .
u 4 This Authorization to Construct is issued in accordance
with Part III, Paragraph A of NPDES Permit Number NCO025321

In the event that the pumps fail to perform satisfactorily,
including the creation of a nuisance condition, the Permittee shall
take immediate corrective action, including those as may be required by
the Division of Water Quality, such as the construction of additional
or replacement raw waste pumping facilities .
The Asheville Regional Office, telephone [phone] shall be
notified at least 48 hours in advance of operation of the installed
facilities so that an in-place inspection can be made. Such
notification shall be made to the Regional Supervisor between 8 : 00 A.M.
to 5 : 00 P.M. on Monday through Friday excluding State holidays .
Upon completion of construction and prior to operation of the
pumps, a certification from a registered professional engineer shall be
submitted certifying that the pumps have been installed in accordance
with this Authorization to Construct and the approved plans and
specifications . This certification shall be mailed to the attention of
Dave Goodrich at the NPDES Unit, Division of Water Quality, 1617 Mail
Service Center, Raleigh, North Carolina 27699-1617 .
Failure to abide by the requirements contained in this
Authorization to Construct may subject the Permittee to an enforcement
action by the Division of Water Quality in accordance with North
Carolina General Statutes 143-215 . 6A to 143 . 215 . 6C.
The issuance of this Authorization to Construct does not preclude
the Permittee from complying with any and all statutes, rules,
regulations or ordinances which may be imposed by other agencies of
government at what ever level which may have jurisdiction.
One (1) set of approved plans and specifications are being
forwarded to you . The Permittee shall maintain a copy of the approved
plans and specifications on file for the life of the facility. If you
