Dear Mr. Ong:
For the past fifteen years, the members of the Yadkin Pee Dee River Basin Association
(YPDRBA) have broadened our collective understanding of the Yadkin Pee Dee basin through
water quality monitoring. The Division of Water Resources(DWR) greatly appreciates the
association's continued support of the monitoring and the time and expertise contributed by its
members.
By this letter the DWR confirms the waiving of instream monitoring requirements within your
individual NPDES permit in exchange for the YPDRBA's monitoring of the basin as specified
within the current Memorandum of Agreement(MOA) effective August 1,2013. The agreement
identifies the stations, parameters, and frequency of monitoring required of the association in
order to maintain the instream monitoring waivers for your individual permit. Influent and
effluent monitoring requirements are not affected by this waiver. Should your membership in
the association be terminated, you must notify DWR immediately and the instream monitoring
requirements in your permit will be reinstated.
All other terns and conditions in the original permit remain unchanged and in full effect. These
modifications are issued pursuant to the requirements of North Carolina General Statute 143-

Hi Sergei,
The Town of Yadkinville is in the process of joining the Yadkin Pee Dee River Basin Association. They informed me
yesterday that their Draft Permit was issued earlier this month and comments are due back to you by December 51h. All
the paperwork for their membership should be signed by then (I'll let you know if anything changes), so please insert the
in-stream monitoring exemption clause into their final permit before issuing it.

1
