SUBJECT: Meeting with Consultant representing Gastonia
A meeting was conducted on September 15th with Don Garbrick and John
McLaughton of J.N. Pease Consultants representing the City of Gastonia to
discuss the city's plans for wastewater treatment expansion. Gastonia is
currently exploring expansion of both their Long Creek and Catawba Creek plants
upstream of Lake Wylie, which are approaching 90 percent of their design capac-
ity. There are also indications that the Crowders Creek plant currently under
development may need to be expanded in the near future.
Discussion centered around general water quality and wasteload allocation/
permitting issues. The current controversy regarding Lake Wylie was touched
upon and the consultants were told to expect nutrient limitations. The require-
ment for an EA or EIS was stated, along with the need for improved" water quality
models prior to final permitting of expansion. Given Gastonia's time con-
straints, Mr. Garbrick and Mr. McLaughton wished to be briefed on what type of
field work would be required. They were told to be expected to conduct both
physical (i.e. flow, time-of-travel) and baseline water quality studies of the
receiving waters. It was decided that they would contact the USGS to set up
appropriate flow gages, and that a reconnaissance survey would be performed
before study methods will be finalized and sampling stations established. Work
is expected to be completed this Fall, and DEM will target completion of the
modeling studies by the Spring of 1990.
