Jay,
Good morning. I'm seeking expanded settlement delegation to resolve CPAs associated with two minor NPDES
facilities, nursing care homes (Henderson Assisted Living NC0071897and Mtn. View NC0074110). The facilities
are legacy, non -compliant and are in our top five regional list of most frequent DMR violations for last five years.
Reasons supporting settlement include: different and much better ORC, new tertiary filters, installation of
grease traps and correct sampling method now. Total costs spent to achieve compliance (documented with
receipts) is $165,734.83. That costs does not include legal fees, septic and drain services, water testing, etc.
Additionally, I'm willing to settle much of the CPAs assessed after they earnestly began work in March of 2018,
even though they had no SOC, etc. We continued assessing to ensure resolution.

Their first offer to resolve all outstanding total ($68,186.19) is $15,000 which would basically leave $5000
toward penalty after paying full enforcement. Please call me at your earliest convenience or delegate full
settlement to 20% of CPA for me to work this out. We're very interested in resolving this soon.
