The report is required on or before March 31 st of each year by Special Condition A.(6.) Best Management Practices, Section EA and Section F.1, of the mill's NPDES Permit No. NC0000272. The BMP action levels established in accordance with permit requirements and in effect for 2016 are as follows: Effective Dates: 1 Jan 2016 — 31 Dec 2016 Action Level Total Influent (TI) Color — daily monitoring result Action Required 1-Day Upper Action > 72,500 Ibs/day for one day Immediate investigation and documented Level (UAL) corrective action 2-day Upper Action > 59,400 Ibs/day for two Investigation and documented corrective Level (UAL) consecutive days action 2-day Lower Action > 55,400 Ibs/day for two Investigation and documentation Level (LAL) consecutive days Daily records of total influent color are maintained at the mill. These daily color data are compared to BMP action levels every morning. A brief summary of information for these dates are included as required by permit Condition A.(6.), Section EA The permit -required BMP investigation reports are maintained at the mill. None of the BMP action level days resulted in disruption to the wastewater treatment plant. The Canton Mill met all NPDES annual average effluent limits for the period July 1, 2015 to June 30, 2016. During the period of 6/16 & 6/17 the purge stream from the CRP process was increased from 5 gpm to 13 gpm. This was an effort to reduce the amount of chlorides in the black liquor system. Although these efforts proved beneficial to the Recovery process black liquor cycle it also increased the amount of color coming into the WWTP. The purge rate was cut back to 8 gpm on the morning of 6/18. Subsequent influent color monitoring showed a reduction in color after the adjustment was made. 24 — 25 Jun 58,005 Ibs/day 2-day UAL — Investigation and documented corrective 2016 57,389lbs/day action Cause and Corrective Action s — BMP event. A leak developed in the piping leading to the East Unoxidized Black Liquor Tank. The material lost from the piping was being collected and put back into the process through the #11 Recovery sump. Although a majority of this material was captured, a small portion did reach the WWTP influent. As a mitigation measure, prior to piping repair, two bark dams were constructed to prevent any further material from reaching other sewers that do not lead to sumps. Another leak was observed on the dome sidewall on the 1st effect of the Swenson evaporators. Mitigation measures were also implemented to prevent excess material from entering the sewer. Sandbags were placed to collect the material which was then pumped with an air pump to the nearby sump so that the material could be put back into the process. Other items of note were that the #11 & #15 digesters were taken out of service to repair heater tube leaks. These leaks, although not significant, did contribute to the incoming color loading to the WWTP. Once repaired these digesters were put back into service and monitored. A leak 61,309 Ibs/day developed in the upper portion of the 1 s' effect on the 67,921 Ibs/day Swenson Evaporator set. Once observed, Evaporator & 76,856 Ibs/day Recovery personnel began to mitigate the source by 58,872 Ibs/day stacking sandbags to contain the loss and divert the flow of 62,431 Ibs/day material to a nearby air pump for pick up. Any additional 78,058 Ibs/day loss of colored material was captured in the area sump and put back into the liquor cycle for processing. On 7/27, the Evaporator area took a planned outage to address the leaking shell. All repairs were made at that time to stop the leak. After the planned outage, influent color to the WWTP improved. 27 Sep 2016 172,736 Ibs/day 1 1-day UAL — Immediate Corrective Action Cause and Corrective Actions} — BMP event. During a routine outage of the #11 Recovery Boiler, liquor inventory levels became elevated. The cyclones had been in wash mode for approximately 17 hours. The wash material was thought to be dilute and could be released to the sewer without significant impact to color levels. Conductivity was not checked and the material was released. WWTP personnel observed the elevated color material in the low lift and diverted the flow into the #1 spare clarifier. Recovery operations were notified and the source was stopped. The material captured in the clarifier was then batch treated and released back into the treatment process at a non -disruptive rate. 29 Nov 2016 184,846 Ibs/day 11-day UAL — Immediate Corrective Action Cause and Corrective Actions} — Non-BMP event. The #4 kiln was being washed because of an accumulation of hard material inside the kiln and because the ID fan needed to be sand blasted and balanced. Two hour colors samples do not correlate with the elevated influent color number for that day. Operators observed turbidity interference within the cuvet prior to analysis. Secondary effluent color did not show the expected effect had the number the influent number been elevated. During a cyclone wash of the #10 Recovery Boiler the Mix Tank overflowed. The boiler's sump gate was in the closed position but elevated color material was observed downstream of this point. The boiler sump had been put into manual mode to help manage inventories in the sump recovery system. Although the material was being held in the u-drain system some of this material continued to leak by the gate. Once observed operators turned the sump back into automatic mode and collected the material. Sandbags were placed to prevent any other material from entering the sewer system. After the outage was complete, the sandbags were removed and the gate and channel were cleaned. Once put back into service no leaks were detected around the gate. Other observations around the mill were that the MRP system for the Pulp Mill was down at this time for maintenance. The system was brought back online on 12/15 after maintenance was completed. The #7 digester liquor heater had also developed a leak and showed spikes in conductivity in the Hog Line. This digester was immediately taken out of service and repaired.
