Mr. Hennessy,
As a resident of Carolina Lakes in Harnett County and a steward of our natural resources, I am opposed to the
reclamation of any additional wetlands in the proposed Block T development, Corps Action ID # SAW-2006-
41496-043.
I agree with many of my neighbors that the apparent over development in this portion of Harnett County is
having a serious negative impact to our community. Wetlands are the source of food,. shelter, and the cycle of
life for many animal and plant species. Coupled with increased growth around that development, our wildlife
has no other sanctuary. Many of the proposed areas are fish spawning areas, amphibian habitats, as well as food
sources for various other indigenous plants and animals. I have often heard the sounds of the woodpecker in our
neighborhood, and have noticed a major decline in the deer in the wooded areas of my neighborhood (known
as Deer Haven). The Department of Water Quality biological assessments (Sec. B Chapter 14, Cape Fear River
Subbasin 03-06-14) grades the Jumping Run Creek as excellent, but wise stewardship has given it that.
Increased development and loss of wetlands will negatively impact not only the immediate area, but the water-
shed to which it belongs.
The developer of this section of our community has disregarded all requests by the Property Owners Associa-
tion. They plan to leave virtually no "green space" and to fill in wetlands. This is not acceptable for our com-
munity. As arelatively new resident of Carolina Lakes, but a lifelong resident of nearby Fayetteville, what drew
my family to this gated neighborhood was the abundance of natural beauty. The lakes, green spaces and wooded
lots add greatly to the quality of life in Carolina Lakes. Inapparent disregard of our community standards,
the developer plans 200 lots back to back with no green space and no increased amenities, which will be very
detrimental to the Carolina Lakes community. Please consider their request carefully and with due diligence to
protect the natural habitat and resources in Harnett County.
