Subject: Permit No.WQ0005426
Holly Point State Recreation Area
Wastewater Irrigation System
Wake County
Dear Mr. Mumford,
Staff of the NC Division of Water Resources (DWR), Water Quality Regional Operations Section
inspected the subject wastewater irrigation system on March 5, 2020. I wish to thank Curtis Tyree and
Brian Murphy for their help during the inspection. The purpose of the visit was to conduct a compliance
inspection of the system as part of the permit renewal process.
Curtis Tyree is the ORC and Vinny Shea is the Backup. Brian Murphy will also be backup.
The facility is permitted to treat 6295 gpd and it treated 300 to 4500 gpd in 2019. The facility is
permitted to irrigate 33.8" lyr to the sprayEields. Twelve month floating totals ranged from 7 to 22" !year in
2019.
There are basket strainers in each lift station that are cleaned once a month in summer. Volume of
influent is calculated by pump run times and pump rates of each of the 4 lift stations and the main lift
station. The pump rate of each lift station is calibrated yearly. The concrete and steel in the lift stations
has degraded over the years of service. There is a plan to rebuild all the lift stations at Holly Point,
Rollingview and Sandling Beach SRA's.
Several lift stations were checked during the inspection. All was in working order except that the
visual high level alarm on the dump station worked, but the audible alarm was broken. Staff will have it
repaired.
The treatment facility is surrounded by a fence and a locked gate. The facultative lagoon had a
freeboard of 2.5 feet and the storage lagoon had a freeboard of 2.9 feet. The lagoons are concrete lined.
The berms and vegetation were in good condition. The aerator is in working order but has been turned off
for winter. A simple check for lagoon sludge depth a year or two ago showed very little sludge
accumulation. The concrete chlorine contact chamber was in good condition. A homemade chlorinator
using a garden hose running water into a perforated container of chlorine tablets has been working well to
produce a 1 or 2 ppm chlorine residual. The in line totalizer flow meter has been calibrated.

One zone of the sprayfield was irrigated during the inspection. One seal on the aluminum pipe
system needed replacing and several heads were partially clogged. Seals periodically need to be replaced
and are kept in stock. The ORC reports that heads are found to be clogged with frog bones after every spray
event and that they are cleared frequently. There is a plan to attempt to exclude frogs from the open chlorine
contact chamber with a wall around the perimeter, or with additional screens near the outlet.
Wells were in good condition and are sampled by Statesville Analytical.
Records have been submitted complete and on time. Facility records were in good order.
On the day of the inspection, the facility appeared to be operating in compliance with permit
conditions.
