Existing stream reaches within the project area are significantly degraded with excessive erosion up to 25 feet high in some areas. 4b. Explain the purpose of the proposed project:* The project proposes to restore approximately 1,800 linear feet (LF) of existing stream along Fisher River and one of its Unnamed Tributaries (UT) within the Yadkin River Basin. A restrictive covenant has been signed and recorded along project reaches that lie within Fisher River Park with riparian buffers extending approximately 50 feet from the top of bank. Restoration will follow natural channel design approach and will include a mix of Priority Level I and 11. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Stream restoration activities will be conducted to stabilize streambanks, reduce the severe bank erosion along the reaches, and provide stable dimensions, pattern, and profile throughout the project reaches. Instream work vd11 be designed to increase the diversity of riffle -pool sequences, improving aquatic habitat in the area. Priority I stream channel activities will consist creating a new single thread meandering channel. Channel construction will occur off-line where applicable and the remnant stream channel will be partially to completely filled. Priority 11 stream work will incorporate bankfull benches within some areas to allow storage of sediment and floodwaters and to reduce stream energy during out of bank flows. These design measures will stabilize the stream banks throughout the project area. This approach, combined with the installation of appropriate riparian buffers will reduce sediment and nutrient inputs into Fisher River and waters downstream. Work will be conducted using track hoes (excavators), dump trucks, tractors W disk harrow, and other equipment typically used in restoration projects for minor grading and in -stream structure installation. 4j. Please be aware this report provides the “probability of presence” of birds within the 10 km grid cell(s) that overlap your project; not your exact project footprint. On the graphs provided, please also look carefully at the survey effort (indicated by the black vertical bar) and for the existence of the “no data” indicator (a red horizontal bar). A high survey effort is the key component. If the survey effort is high, then the probability of presence score can be viewed as more dependable. In contrast, a low survey effort bar or no data bar means a lack of data and, therefore, a lack of certainty about presence of the species. This list is not perfect; it is simply a starting point for identifying what birds of concern have the potential to be in your project area, when they might be there, and if they might be breeding (which means nests might be present). The list helps you know what to look for to confirm presence, and helps guide you in knowing when to implement conservation measures to avoid or minimize potential impacts from your project activities, should presence be confirmed. Prior to beginning any land disturbing activities, notification and approval must be granted from NCDEQ Division of Mineral and Land Resources, US Army Corp of Engineers, and NC Division of Water Resources. 2. The Contractor shall contact North Carolina “One Call” Center (1.800.632.4949) before any excavation. 3. The Contractor will mobilize equipment and materials to the site using the construction entrances (that are shown on the plans) into Fisher River Park. 4. The Contractor will utilize existing entrances, paths, and roads to the extent possible. The haul roads are shown on the plans. Any necessary stream crossings shall consist of timber mat crossings and be bordered by silt fence. 5. Contractor will store all equipment and materials in staging areas as shown on the plans. 6. Immediately upon completion of bank grading, the slope will be reseeded and matted with erosion control matting. 7. Structures within the Fisher River shall be installed in the wet, since the Fisher River is too large to effectively pump around. The contractor will work from the river banks as much as possible to eliminate any sediment entering the river. Work along UT1 will utilize a pump around operation. 8. Silt fence shall be placed between stockpiles and the existing channel. 9. Upon completion of each section of the channel repair, all disturbed floodplain areas including staging areas and haul roads, shall be seeded and covered with mulch. Trees shall be planted in accordance with the vegetation selection and the plans. Permanent seeding mixtures shall be applied as shown on the plans. Temporary seeding shall be applied in all disturbed areas and areas within the work area susceptible to erosion (i.e. disturbed ditch banks, steep slopes, and spoil areas). 10. Contractor shall not disturb stable sections of the channel. 11. All areas should be seeded and mulched before leaving the project reach. Remove temporary stream crossings and any in-stream temporary rock dams. All waste material must be removed from the project site. 12. The contractor shall plant woody vegetation and live stakes, according to planting details and specifications. They should complete the reforestation (bare root planting) phase of the project and apply permanent seeding at the appropriate time of the year. 13. The contractor shall ensure that the site is free of trash and leftover materials before moving on to a new section of channel.
