If this project DOES require a Stormwater Management Plan, explain why: This project requires written approval from DWQ. The project is part of a phased development approved  prior to July 1, 2007, which is when the NC session law 2006‐246 began requiring Phase II post‐ construction stormwater management under local authority. Therefore, the project is “grandfathered”  or exempted from approval the local authority   However, White Oak Phase 5 development is a high‐density project (as defined in 15A NCAC 02H  .1003(2)(a) in accordance with15A NCAC 02H .1017). Therefore, the applicant proposes to comply with  the requirements in accordance with 15A NCAC 02H .0506(b)(5) by providing the following as specified  in GC4139:  b. “Provide calculations to document that the project will not cause degradation of downstream surface  waters. Documentation shall include a detailed analysis of the hydrological impacts from stormwater  runoff when considering the volume and velocity of stormwater runoff from the project built upon area  and the size and existing condition of the receiving stream(s).”  The applicant has supplied documentation of the above hydrological analysis with the understanding  that GC4139 is contingent upon DWQ review and approval of this document.      Storm Water Hydrological Analysis In order to ensure no degradation to downstream stream channels from the project, Odom Engineering determined the pre-development flow velocity using the Chezy-Manning equation with a resulting velocity of 7.77 feet per second. This was compared the exit velocity of the most downstream pipe (Pipe 1) as determined using Stormwater Studio software with an exit velocity of 5.46 feet per second.
