Dear Mr. Rich:
The Pretreatment, Emergency Responses, and Collection System Unit (PERCS) of the Division of
Water Resources has reviewed the Industrial User Pretreatment Permit (IUP) renewal submitted
by the City of Whiteville for the following Significant Industrial User (SIU). The IUP was received
by the Division on February 18, 2020.

The review indicates that with the following comments below, the IUP is adequate and the
minimum requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f) (1) (iii) are met.
1. Please submit the signed IUP cover page along with the transmittal letter to PERCS file before
March 31, 2020.
2. The Industry is responsible for filing an application for reissuance of this permit at least 180
days prior to its expiration date per IUP general condition #23. The control authority shall
transmit to the Division copies of all IUPs 30 days prior to the effective date per 15A NCAC
02 .0917. It was noted during the review that there is a 28 days' gap between the old permit
expiration date and the renewed IUP effective date. Please make sure the industry submits
the permit application on time and the POTW submit the IUPs on time in the future.

3. The required completion date for the slug spill control plan on IUP page 13 is January 1, 2019.
Please verify that a slug spill control plan was submitted. Please update the date to
"continuous" the next time the IUP is modified or renewed if a plan was submitted.
4. An updated allocation table was attached.
Federal and State pretreatment regulations require the local delegated pretreatment program
to effectively control and document the discharge of wastewater from Significant/Categorical
Industrial Users to the POTW. It is the POTW's responsibility to ensure that these objectives are
consistently met.
