The application includes requests for a total of 180 linear feet of perennial stream impacts, permanent impacts are requested for 145 linear feet for a road crossing and temporary impacts are requested for 35 linear feet for installation of a water line and sewer line. Cathy, you conducted a site visit on April 24, 2017. Alan, you conducted a site visit on May 25, 2017. The jurisdictional determination was issued on July 24, 2017. A copy of the jurisdictional determination request package has been included with DWR's copies. The original site plan would have required nearly 900 linear feet of perennial stream impacts. During an exhaustive permitting strategy and re -planning process the project team was able to minimize impacts below 150 linear feet of permanent stream impacts. Headwalls are being used to avoid additional stream impacts. The stream crossing is located at a sinuous reach of stream however this location is required in order to obtain 6 building lots on the North side of the stream on either side of the cul-de-sac. The road crossing is 11' above the existing stream bed. The height of the road crossing, the required width of the road, the required width of the road shoulders, the required maximum side slopes, and the sinuous reach of stream are reasons for the required 145 linear feet of stream impact. The stream impacts for the sewer line and water line are temporary in nature. These two utility lines have been planned to be located in the same reach of stream to avoid and minimize additional stream impacts. The stream bed will be restored to the pre- existing conditions (including elevation) once the utility lines have been installed.
