PROJECT SUMMARY: The applicant proposes to renovate existing amenities and expand with additional/new amenities at the Bald Head Island Club. BHI Club, Inc. Page Two 9. PROJECT DESCRIPTION The project is located off South Bald Head Wynd, adjacent to the Atlantic Ocean, on Bald Head Island, in Brunswick County. To find the project site from the Bald Head Island ferry terminal, travel south on Marina Wynd to West Bald Head Wynd. Continue on West Bald Head Wynd, which becomes South Bald Head Wynd, for a distance of approximately 1.1 miles to Salt Meadow Trail. Salt Meadow Trail is located on the left and is the entrance to the project site. The subject property consists of two parcels, totaling approximately 29.2 acres in size (the project area encompasses approx. 8.3 acres) and is the site of a private club. According to the applicant, the elevation of the tract averages approximately 6'-7' above Mean High Water (MHW). High ground vegetation on the property consists primarily of lawn grasses and ornamental scrubs. No Coastal or §404 wetlands were found within the project area. The properties to the north, east and west are residential and South Bald Head Wynd abuts the project site to the south. A clubhouse, pool with concrete decking and covered wood decking (called "The Perch"), a poolside grill/restaurant (called "The Peli") with restrooms, a children's splash pad, tennis courts, tennis shop, golf course, golf pro shop, a sand volleyball court, croquet greens, playground and numerous gazebos, pavilions and golf cart parking currently exist on the property. The golf course opened in 1974 and the man-made lagoons were constructed prior to that. The tennis courts, tennis shop, paved golf cart parking pool and the Pelicatessen or "Peli" were built in 1986. This development predated Stormwater Permit SW8-890106, which was one of the first state stormwater permits issued. The existing playground and sand volleyball court were constructed around 1995 and the golf pro shop was constructed around 2000-2001. According to the applicant it is believed that at the time these structures were built they were located landward of the Ocean Hazard AEC, therefore, no CAMA permit was required. In 2007 DCM established a Static First Line of Vegetation along the approx. pavement edge of South Bald Head Wynd after a winter storm in 2004 over washed the dunes and undermined S. Bald Head Wynd and resulted in a large beach scale nourishment project. On August 23, 2012, Bald Head Island Club, Inc. received CAMA Major Permit #99-12 for the construction of a40' by 20' open pavilion. A minor modification to Permit #99-12 was issued on February 24, 2014 authorizing the construction of the 778 sq. ft. splash pad. The applicant received a CAMA Minor Permit (Permit #2017-04) for the partial demolition of the "Pelf" and demolition of the existing pool, upper pool deck of the "Perch", existing splash pad and clearing/grading and various utility work in preparation of the proposed work within this application. The waters of the Atlantic Ocean, adjacent to the project site, are classified as SB by the North Carolina Division of Water Resources. The waters are not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. A portion of the subject property is located within the Ocean Hazard Area of Environmental Concern (AEC) which extends landward approx. 750' from the Static Vegetation Line in this area. The proposed development is located within Zone VE (elevation 15' to 14') and Zone AE (elevation 13') on the Flood Insurance Rate Map. The estimated erosion rate in the vicinity of the project area is 8 ft./yr. according to the LTAASCR 2011 update. BHI Club, Inc. Paga Three PROPOSED PROJECT: The applicant proposes to renovate existing amenities and expand with additional/new amenities at the Bald Head Island Club. Proposed improvements include: (1) expansion of the existing Golf Pro Shop to include a Members Fitness Center and Golf's Grill; (2) replacement of the existing pool building and "Peli"; (3) three new pools with concrete decking; (4) renovations of the existing bathrooms in the "Peli" and a new cabana bar at the existing pool; (5) various accessory structures such as walkways and cart paths and renovations of the existing playground and (6) grading as needed and utility installation. (1) As proposed, the existing Golf Pro Shop would be expanded northward encompassing an existing golf cart driveway and onto the existing putting green. The expansion would become a Members Fitness Center and Golfer's Grill. The Members Fitness Center structure would contain approx. 9,990 sq., ft. of conditioned space and would be located landward of the 480' large structure (5000 — 9,999 sq. ft.) setback. The Golfer's Grill would be a structurally separate structure located northwest of the fitness center and would contain 2,500 sq. ft. of conditioned space. These structures would be elevated, pile -supported to allow for golf cart parking beneath the buildings. Elevated wooded decking would surround the Golfer's Grill and Fitness Center (see Figures 3 and 11 of 18). (2) The applicant is also proposing to replace the existing pool building and "Pelf" with an elevated, pile -supported restaurant. This structure would contain approx. 4,990 sq. ft. of conditioned space and would be located landward of the 480' setback. This structure would also have golf cart parking, mechanical and storage rooms underneath, as well as a handicap accessible elevator. Elevated structurally independent decks would surround the restaurant (see Figures 3 and 10 of 18). (3) The applicant is also proposing to install three new pools with concrete decking in the area where the existing "Peli" and volleyball court are located and east of the existing pool. No changes are proposed to the existing lap pool; however, the existing splash pool would be removed. The three pools would include a leisure pool with a cabana/pool bar, a wading pool with various water cannons and a water slide (see Figures 7 and 8 of 18). As proposed, the pools would be located landward of the 480' setback. Concrete decking would surround the proposed pools and would be limited to 5000 sq. ft. each with a 1' wide wood deck strip separating them (see Figures 4 and 7 of 18). The application states that all pool and mechanical equipment would be housed in the existing pre -Firm tennis shop. The existing tennis shop would be relocated to the Member Fitness Center. The application also states that there would be multiple tent -like cabanas for seating areas around the various pools. (4) The application states that the existing "Pelf" bathrooms would remain in their current location; however, they would be renovated. A new cabana would be constructed with an approx. 27' by 27' VE rated roof over a modular bar (see Figures 4, 13 and 14 of 18). These structures would serve the pools. BHI Club, Inc. Page Four (5) The applicant is also proposing various accessory structures such as walkways and cart paths and renovations of the existing playground. As proposed, a 6' wide wooden beach access walkway would be located along the west lane of Salt Marsh Trail and would wrap around the proposed new pool area's eastern boundary, and would also include a walkway to the existing playground area. The existing wooden golf cart path and entrance to the existing parking lot located at the northeast corner of the tennis courts, and the 6' wide wooden walkway located south of the tennis courts including the connecting wooden decks and stairs, would also be replaced. The existing sand volleyball court would be eliminated due to the placement of the new pool layout. Therefore, two new sand volleyball courts are being proposed near South Bald Head Wynd after the front lagoon is filled in (see Figures 3 and 6 of 18). As proposed, the existing playground equipment would be replaced and the existing playground surface would be resurfaced/maintained. (6) The applicant is also proposing various grading, excavation and fill throughout the entire 8.3 - acre project area. As proposed, excavation for the proposed 3 new pools would remove approx. 635 cy. of sand and that material would be used to fill in the two existing man-made lagoons (see Figures 5 and 6 of 18). According to the application, the lagoon located south of the Club and adjacent to S. Bald Head Wynd has the capacity for approx. 17,700 sq. ft. of disposal area and the lagoon located northwest of the existing golf pro shop would provide approx. 9,720 sq. of potential disposal area. A new approx. 30 linear foot (LF) of wooden bulkhead would also be install along a portion of the northwest lagoon (Line 3) to contain the proposed fill (see Figure 5 of 18). According to the application, both subject lagoons have been determined to be non jurisdictional by the U.S. Army Corps of Engineers (SAW -2009-01963) and by the NC Division of Water Resources as per a letter dated June 5, 2007 by Joanne Steenhuis. The application states that the northern lagoon is part of the previously approved and newly submitted stormwater treatment system; however, the applicant's stormwater engineer (Bruce Marek) has indicated that the proposed fill within the lagoon would not impact the overall storage capacity for stormwater volumes. The applicant is also proposing to redesign the golf course hole #9 green area and sand traps located northwest of the existing golf pro shop by eliminating an existing berm which is currently blocking the view corridor from the proposed Golfer's Grille and outside seating area. Maintenance to the existing brick cart path around the golf course is also being proposed as needed. The applicant states a stormwater modification application has been submitted by Bruce Marek to the Division of Water Resources (SW8 890106) for concurrent review with this application. The applicant also states that a sedimentation and erosion control plan will be submitted to the DEMLR for approval prior to the commencement of all site work proposed within this application. 10. ANTICIPATED IMPACTS: The proposed development would temporarily disturb up to 8.3 acres of high ground. Approx. 9,720 sq. ft. of Lagoon Pond 9 would be filled to a minimum elevation of 5.5 feet per mean sea level (FMSL) and the front Lagoon would be filled to a minimum elevation of 4.5 FMSL. All structures would be located within the Ocean Erodible Area of Environmental Concern (AEC) and would be located landward of the applicable setback for the structure size. Wilmington, NC 28403 910-799-9245 and Land Management Group, Inc., Environmental Consultants 3805 Wrightsville Ave., Wilmington, NC 28403 August 8, 2017 CAMA Major Permit Application -Project Narrative Bald Head Island Club - Proposed Amenities Update 2017 Purpose: The Bald Head Island Club is a private membership club located at 303 South Bald Head Wynd, Bald Head Island, Brunswick County, NC. Existing Club amenities include an eighteen hole golf course, a clubhouse, a golf pro shop, a lap pool with concrete decking and covered wood deck (the "Perch"), a children's "splash pad", a poolside building with restaurant and bathrooms (the "Pelicatessan"), four tennis courts, tennis shop, sand volleyball courts, croquet greens, playground, various accessory buildings such as gazebos and pavilions, associated golf cart parking, and utility services. Please see Figure 1. The Club has experienced a growing membership which the current facilities, largely developed between the mid 1980s to the mid 1990s, are not able to adequately serve. In response to the members' request for additional dining facilities and improved pool amenities, the Club has been developing concepts for a major update for several years. The purpose of this CAMA application is to seek authorization for construction of these improvements in upland areas within a CAMA Ocean Erodible Area of Environmental Concern (AEC). Land Management Group and Bruce Marek, P.E. will be co -agents on the CAMA Permit application. Mr. Marek will be responsible for Stormwater, Site Civil and Utility sealed drawings. Various drawings in this application include items "borrowed with permission" from project team member's drawings and are sometimes simplified (i.e. only the building and pool inspector need to know the location of electrical outlets pipe stub ups). Attribution of drawings to their creators is implied if not always listed. Existing Conditions: The majority of work proposed in this application would be located within Brunswick County Parcel 2641G00101 which contains the majority of the existing amenities. The Club holds a lease on the 2.14 ac parcel located southwest of the Club, between the Club and S. Bald Head Wynd (Parcel 2642F00136). New work and maintenance of existing amenities is proposed within this parcel (copy of lease enclosed). The Club faces the Atlantic Ocean and is located on the northern side of S. Bald Head Wynd along Bald Head Island's "South Beach". The static vegetation line is the measurement line and is located along the seaward edge of S. Bald Head Wynd. The Ocean Erodible AEC extends 750' from the static line of vegetation. With an eight foot per year average annual erosion rate, the ocean hazard small structure setback is 240', and the tiered large structure setbacks begin at 480'. The project area is located entirely within the AEC. The project will redevelop and improve an existing facility, and very little natural vegetation exists within the project area. Please see Figures 1 and 2. History of Existing Development: The golf course opened for play in 1974, with course and man-made lagoon construction taking place for several years prior. The main entry road off S. Bald Head Wynd (Salt Marsh Trail) and the initial Club building were presumably built in the same time frame. CAMA Major Permit Application -Bald Head Island Club Amenities Update 2017- Project Narrative 810812017. 1 The tennis courts, tennis shop, paved golf cart parking, pool and pool restaurant "The Pelicatessen" or "Peli'S (i.e. the original amenities) were built in 1986. This development pre -dated Stormwater Permit SW8-890106, one of the first stormwater permits issued by the state. The permit was by Director's Certification as the sandy soils have very high percolation rate. Approved stormwater management for all existing development is retention within four of the man-made lagoons surrounding the golf course. The existing playground and sand volleyball court were added in approximately 1995. The golf pro shop was constructed in 2000-2001. Based on site knowledge/research, it is believed that at the time, none of these features were located in a CAMA AEC and did not require CAMA permitting. Between 2006 and 2008, CAMA established a Static First Line of Vegetation, along the approximate pavement edge of South Bald Head Wynd (SBHW) after a 2004 winter storm had over -washed the dune and undermined the then south lane of SBHW. The current AEC and setback limits were established at that time. Through NCDCM and the Village of Bald Head Island (VBHI or the Village) efforts, the primary dune was re-established with a sand bag base structure and re -vegetated. To date, the Village has not sought a static line exemption. Current FEMA Flood Zones date to 2006, which was prior to the re-establishment of the primary dune. Recent survey data indicates the top of dune in front of the Club to be in the 16.8 to 17.4 FMSL NAVD 88 range. The heel of the dune, at the SBHW pavement, is approximately 6.5 FMSL. Proposed Improvements: The project area consists of a portion of Bald Head Island Club Parcel 2641G00101 and all of Bald Head Island Club leased Parcel 2642F00136. The nominal project area is 8.253 acres, which uses the CAMA 750' Offset of the Static Line as the northern project boundary. The western project boundary is the property line with neighboring Swan's Quarter (a Bald Head Island Limited condominium project which burned down in 1993). The eastern project boundary is the eastern property line and includes the Salt Meadow Trail entranceway, extends east of the main clubhouse, across the croquet green and across a lagoon to the Hammocks (an Bald Head Association condominium project well outside of the AEC). The southern project area boundary is the northern right-of-way of Village -owned South Bald Head Wynd. A portion of this project area near South Head Wynd, and up to the existing pool concrete deck, belongs to Bald Head Island Limited LLC, but is on long term lease to the Bald Head Island Club. A copy of the lease agreement is included with this submittal. The agreement allows for the existing croquet green, the playground, filling of the man-made lagoon, and other recreational features and a nature/hiking trail. See Figures 1,2, and 3 for the project boundary. In summary, the Club proposes: (1) Expansion of the existing golf pro shop into a Members Fitness Center and a Golfer's Grill (2) Replacement of the existing pool building ("Peli") with a new Pool Building containing a restaurant (3) Three new pools with concrete decking (4) Various supporting and accessory structures such as maintenance of existing bathrooms at the pool (to remain from existing "Peli") and a new cabana bar at the pool (5) Maintenance of the existing playground and (6) Grading and utility installation. Membership Fitness Center and Golfers Grill The existing Golf Pro Shop (301 South Bald Head Wynd) is proposed for a northward expansion across an existing cart driveway and onto the existing putting green. The expansion will provide the Members Fitness Center and a structurally separate Golfer's Grill. The proposed Members Fitness Center will be located landward of the 480' large structure setback and will contain 9,990 sqft of heated and cooled space. The Golfer's Grill will be located northwest of the Members Fitness Center and will contain 2,500 sqft of heated and cooled space. Raised wooden decking will be located around the Members Fitness Center and between the Members Fitness Center and the Golfer's Grill. Please see Figure 3 for stormwater-approved building footprints and Figure 11 for building details. CAMA Major Permit Application -Bald Head Island Club Amenities Update 2017- Project Narrative 8/08/2017 2 . TNe proposed buildings would be located in an AE 13 Flood Zone according to existing FEMA FIRM maps. The building line expansion area, including exterior raised deck and separate Golfer's Grille have been approved in the C.2.1 Rev 3 stormwater drawing with Marek's seal date of 6-13-17 and DEMLR Stamp approved 6-13-17. Sheet B7 of this application, with the same seal/approval dates, shows the floor plans of both buildings and the architect's perspective illustration. Finish floor elevation of the timber pile -supported structures is 16.92 FMSL and underside of lowest horizontal structural member measured as underside of approximately 8' high plywood ceiling over the golf cart parking is 15.28 FMSL NAVD 88. Paved grade area outside of the cart entrance under the building is about 7'. As mentioned, the Golfers Grill will be constructed structurally independent of the Members Fitness Center to meet the CAMA 10,000 sqft limit. Typical details showing how structural deck pilings will be separate from building piles are provided on Sheet S1 and sealed by Mr. Marek, P.E. The 2,500 sqft Golfer's Grill has been split off in Stormwater Detail B7 approved 6-13-17. The Golfer's Grill future address will be 297 South Bald Head Wynd. Pool Building The proposed "Pool Building' (future address 299 South Bald Head Wynd) will be a pile elevated restaurant to replace the Peli. The building will be located landward of the ocean hazard small structure setback, but seaward of the large structure setback. The proposed Pool Building will total 4,990 sqft of heated/cooled space. Please see Figure 3 for the stormwater- approved building footprint and Figure 10 for building details. The Pool Building will be located over an existing asphalt golf cart parking lot and sidewalk. Like the Members Fitness Center, it will have golf cart parking underneath, as well as a handicap accessible elevator, and mechanical and storage rooms. It is located in a VE 14 Flood Zone. Finish floor elevation (FFE) for the restaurant and outside deck seating, per the architect's drawings, is grade elevation +12'. For round numbers, FFE will be 19.0'. As a VE Zone structure, the measurement to the underside of the lowest horizontal structural member/girder, in this case the underside of the plywood ceiling over the golf cart parking, will be 17.0'+/-. The FFE will be much higher than the required VE13'. The elevator, exterior stairways, mechanical (PM&E) & storage rooms, and golf cart parking are allowed in a VE Zone. Outside decks will be structurally independent of the slightly less than 5,000 sqft restaurant building. Typical details showing several options for separation of deck pilings from building pilings are provided on Figure 18 and are sealed by Mr. Bruce Marek, P.E. The Pool Building is stormwater stamp -approved, as shown on Figure 3 and Figure 10 (11x17 detail sheet). Whereas Bald Head Island Club's prior CAMA Permit 99-12 had a clause that all new construction in the CAMA AEC required a minimum of 8"x 8" or larger piles embedded a minimum of 8' deep, we ask with this permit that such requirement be modified to allow shallow foundations as may be allowed in ASCE 24 or the NC Building Code. It is understood that the CAMA 8"x 8"x8' policy was developed in the early 1970s, at a time of fewer coastal construction regulations and prior to many beach towns having their own building inspections departments. The existing Golf Pro Shop has such 8"x8" piles, and the expansion will be at least that, with at least 8' of embedment. The new Pool Building will likewise be at least 8"x8" or larger with 8' minimum of embedment. The front row of piles will be 10"x10" for breaking wave and floating debris impact calculations. Aquatics Facility Improvements Three new pools with concrete decking and accessory structures are proposed where the Pelicatessan and volleyball court are currently located, east of the existing pool. The existing pool is to remain unchanged as a lap pool. The existing "splash pool" will be relocated and built new. The proposed pools include a leisure pool with cabana/pool bar, a wading pool with water features and water cannons, and a water slide with "catch pool". Please see Figure 4 for location, Figure 8 for water surface areas and Figure 7 for decking details. CAMA Major Permit Application -Bald Head Island Club Amenities Update 2017- Project Narrative 8/08/20x7 3 . The new pools will be located landward of the small structure, with only a small portion of the decking, extending into the 480' large structure setback. Concrete decking is proposed around the new pools, however, wood decking (1' wide) will be utilized to separate the concrete decking into section of 5,000 sqft or less. Figure 7 provides a typical detail of these separations, and notes the 5,000 sqft maximum sqft requirement. The plan view of the aquatic center concept plan, Figure 4, also shows wood separators. The exact location of these separators will be finalized in the pool designers' construction plans, and the 5,000 sqft maximum concrete area will be met. All new pools will be designed to meet FEMA VE Zone requirements. The existing pool pumps/equipment are housed in a portion of the 1986 pre -VE zone tennis shop. New pool equipment will be housed there also, as the tennis shop will be relocated to the expanded Members Fitness Center. New pool pumps will be of the allowed VE Zone submersible type. Bathrooms currently located in the Peli will remain to continue serving the pool. Demolition of the Peli will avoid the bathrooms, and a small structure (14' x 24') will remain for the bathrooms. Please see Figure 4 for location and Figure 14 for building details. A proposed cabana bar will be located landward of the small structure setback, and will be a VE 15 Zone compliant roof and pile structure. The structure will have a roughly 27' x 27' roof and a modular bar. Please see Figure 4 for location and Figure 13 for details. The water slide with its plunge pool will have a 16' x 16' roof over the tower (stairs/top of slide). Please see Sheet C3 for location and Sheet B9 for details. Five outdoor showers are required by the County for the pools. Each shower will have a maximum 8' x 8' roof, also see Sheet B9 for details. Cabanas shown on the pool concept plan (Figure 4) around the seating areas will be tent -like structures. Maintenance of the existing playground is proposed with replacement of playground equipment and surface maintenance. Please see Figure 4. Miscellaneous and Accessory Structures A 6' wide wood beach access walkway along the west edge of the west lane of Salt Marsh Trail is included on the 6/13/17 approved Stormwater Plan (Figure 3). The current stormwater submittal expands on that to wrap around the new pool area's eastern boundary and to include an access walkway to the existing playground area. The wooden golf cart path/cart entrance to the parking lot at the northeast corner of the tennis courts and the existing 6' wide wood walkway and its underlying structure, south of the tennis courts 3.5' vegetated buffer, including its connected wooden decks and stairs, will likely need replacing. While the deck boards have had replacements over the years, the joists, girders and posts are believed to date back to 1986 when Bald Head Island Limited owned the Club. The 6' wood walkway south of the tennis courts and any grass or wooden deck areas up to the pool's concrete deck are included as impervious as part of a pool global impervious area. As the new pool layout eliminates the existing sand beach volleyball court, two new sand courts are shown near South Bald Head Wynd, to be constructed after filling of the front lagoon. We ask that this CAMA submittal become the workplan drawing(s) of record for CAMA as we move forward. Permit 99-12 was a piecemeal permit starting with an 800 sqft gazebo, then the splash pad and several Letters of Refinement to the Peli, for the firepit, improvements to the Palm Terrace area of the main clubhouse. Several miscellaneous small structures have been permitted in stamp -approved Stormwater Detail sheets (Figures 17, 16, 15, 12) and we request these structures be included in the CAMA approved drawings. Grading and Fill A sedimentation and erosion control plan will be submitted to the DEMLR and approved before work requested in this application begins. The entire 8.3 -acre project area is listed as potentially disturbed, however, that area CAMA Major Permit Application -Bald Head Island Club Amenities Update 2017- Project Narrative 8/08/2017 4 may be further refined during sedimentation and erosion control permitting. The existing clubhouse is included in the project area and will not be disturbed. However, the entire area was included to allow for miscellaneous grading that may be necessary for utility relocations/connections, etc. Excavation of the three new pools is estimated to remove approximately 635 cy of sand. Disposal for that material will be on-site within two of the existing man-made lagoons. The lagoon south of the Club, adjacent to S. Bald Head Wynd, offers approximately 17,700 sqft of disposal area (Figure 7). The lagoon northwest of the existing pro golf shop (near golf hole # 9) will provide 9,700 sgft of disposal area (Figure 6). Approximately 50- Ift of retaining wall be constructed within this lagoon to contain the disposed sand. Both lagoons have been determined to be non -jurisdictional by the US Army Corps of Engineers (SAW -2009-01963) and by the NC Division of Water Resources (NCDWR Letter, June 5, 2007, Ms. Joanne Steenhuis). The northern lagoon near golf hole #9 is part of the approved and proposed stormwater treatment. However, the stormwater engineer (Bruce Marek) has determined that the requested fill will have a negligible effect on the overall storage capacity and will not impact stormwater volumes. The golf course Hole #9 Green Area and sand traps, northwest of the existing golf pro shop, will be redesigned to eliminate a berm blocking the view corridor from the proposed Golfer's Grille and outside deck seating. As no impervious is intended, this is a sediment and erosion control issue, if not already covered by an exemption for golf course rework. The brick cart path will also need to be addressed, and will be done so in the Storm Water Modification. As a land disturbance, we ask that if such maintenance work within a golf course is considered development or redevelopment under CAMA, it be included in our request. Additional Authorizations: CAMA Minor Permit for Demolition A CAMA Minor Permit application has been obtained for demolition of existing structures to allow for site preparation and utility installation (Permit 2017-04). Approved grading by the CAMA Minor Permit is limited to areas already permitted as development on the existing Stormwater Permit, or to development in place prior to Stormwater and/or CAMA Permitting. Less than 1 -acre of area (0.99 -ac) is approved for disturbance under the Minor Permit. The CAMA Minor Permit allows for partial demolition of the Peli; demolition of the existing pool bathroom/shower buildings, the upper pool deck "Perch", the Kids Meet Building, and the existing Splash Pad; clearing, grubbing & preliminary grading; and utility work. The permit allows necessary utility work such as instillation of grease tanks under the parking lot, relocation of approximately 240 Ift of 10" water main, 290 Ift of 6" water main, the addition of a fire hydrant and fire sprinkler laterals, and possible relocation of a portion of a 3" sewer force main. The existing Peli and Pro Shop sewer grinder pumps/pump pits also need to be relocated/replaced and plumbed new by the Village Utility Department. A copy of the Minor Permit and the approved plan with limits of disturbance is enclosed for reference. State Stormwater Permit A Minor Modification of SW8-890106 has been submitted for review concurrent with this application. The pending stormwater modification would authorize the proposed aquatic center improvements, as the proposed Members Fitness Center, Golfer's Grill, and new Pool Building are approved by a 6/13/17 of the stormwater permit. State Sedimentation and Erosion Control Permit A sedimentation and erosion control plan will be submitted to the DEMLR, with approval obtained, before beginning any site work proposed in this application.
