On January 22, 2019, staff from Duke Energy met with your staff to discuss permitting of the
combined cycle generation facility in Asheville, North Carolina. We appreciate the opportunity
to have this meeting and found that the time was very productive.
As a follow up to that meeting, as discussed with Dr. Sergei Chernikov, Duke Energy hereby
provides a summary of upcoming combined cycle commissioning flows that will be generated in
the next few months to support the project schedule and assure commercial availability of the
combined cycle meets required dates. This submittal is a follow- up to the letter submitted to your
attention and dated November 1, 2018, related to hydrostatic testing of the combined cycle
stations condensers.
Duke Energy plans on utilizing municipal potable water, demineralized water, and raw
water/service water from Lake Julian to flush/test various components of the combined cycle
plant during the construction phase and commissioning phase of the project at the Asheville
station. The tests generally consist of filling various equipment components and holding the water
for 24-hours prior to draining. The equipment will be manually cleaned of any debris prior to
filling with water. A visual check for oil and grease will be conducted prior to draining. Duke
Energy intends to direct some of these flows to the station's rim ditch wastewater treatment
system where treatment and NPDES compliance sampling occurs to provide additional assurance
that the receiving waters are protected. Other flows containing no additives may be disposed of by
slowing releasing onto the construction footprint. In addition, some of the commissioning flows
will contain chemical additives and be used for chemical cleaning. These flows will be collected
on site and disposed of offsite to an approved facility by a third party contractor. We have
provided the attached table with description of the commissioning flows and the anticipated
volumes.
In accordance with N.C.G.S. § 143-215.1(c) and 15A NCAC 21-1.0106(f)(5), flushing and
hydrostatic testing waters are deemed to be permitted, "... provided that no Tvater quality
standards are contravened or expected to be contravened, and it shall not be necessary for the
Division to issue separate permits for these activities".

In conclusion, this temporary commissioning activity will not significantly change the
characteristics of the rim ditch discharge. The discharge of the hydrostatic testing water will not
cause the flow volumes to exceed previous flow volumes used for determining permit limits.
The project will not result in the contravention of any water quality standards.
This operation will begin in the near future. It is our understanding based on discussions with
Division staff that this operation is deemed permitted and can begin in accordance with the
aforementioned statute and regulation.
