3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
The proposed Finley Fields North project is located along Old Mason Farm Road, just north of The University of
North Carolina at Chapel Hill's (UNC -CH's) Finley Golf Club and the Orange Water and Sewer Authority's
(OWASA's) Mason Farm Wastewater Treatment Plant, in Chapel Hill, North Carolina (see Figure 1). The project
area is approximately 18.5 acres in size and comprised of an existing soccer field center, forested areas,
maintained grass areas and a perennial stream (Chapel Creek). Currently, there are existing fields, fence,
underground irrigation systems, sports netting and pole structures located within Zones 1 and 2 of the Jordan
Lake Buffers. The project area has a topographic gradient which generally slopes towards Chapel Creek.
According to the Orange County, North Carolina GIS accessed on January 10, 2017, the project area is currently
zoned as office and institutional. Adjacent properties, including OWASA's Mason Farm Wastewater Treatment
Plant, are also zoned for office and institutional.

1,527 linear feet (LF) of streams are located on the property. See attached Figure 3.
3e. Explain the purpose of the proposed project:
The purpose of the proposed project is to provide additional athletic training facilities, which will include two new
athletic fields, a track and field arena and other supporting infrastructure on the north side of Old Mason Farm
Road. As a result, Jordan Lake Buffer impacts are proposed.
3f. Describe the overall project in detail, including the type of equipment to be used:
UNC -CH is planning to upgrade an existing soccer field center by providing two new athletic fields, a track and
field arena and supporting infrastructure to serve as practice facilities on the north side of Old Mason Farm Road
(see Drawings C-1, C-3 and C-6). Supporting infrastructure such as parking, field lighting and site irrigation will
be included. Anticipated construction will include a maintenance storage area, a pavilion, a track complex,
parking facilities, two multipurpose fields and three coach's stands. In addition, the existing underground irrigation
system, sports netting and pole structures will be removed. There will be minor impacts to Zone 1 of the Jordan
Lake Buffer associated with the removal of these structures and subsequent grading. A new underground
irrigation system is proposed to connect to an existing ball valve. A stormwater wetland is proposed on this site to
treat/manage stormwater runoff from the proposed development. Water quality sizing calculations for the
proposed stormwater wetland were performed in accordance with the Minimum Design Criteria of the DWQ
Stormwater Design Manual (NCDEQ, January 2017). The stormwater wetland will provide 85% TSS removal and
nutrient management. Typical construction equipment will be used for the project, such as a long-arm track -hoe,
front end loader and bush hog for the initial clearing. Temporary impacts to the buffers will be re -vegetated with
grass following the completion of construction.

On September 12, 2016, the North Carolina Department of Environmental Quality (NCDEQ) Division of Water
Resources (DWR) issued an Authorization Certificate per the Jordan Lake Water Supply Watershed Riparian
Buffer Protection Rules for the Finley Fields Expansion project (DWR#16-0671, Orange County) located to the
south of Old Mason Farm Road (see attached authorization certificate).

1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
- Since UNC -CH property availability is limited and the site is bounded by stream buffers, the proposed
facilities are being constructed as close together as practicable.
- The buffer impacts are being limited by minimizing construction activities within the Jordan buffer zones. Most
of the Zone 1 impacts are temporary and due to the removal of existing structures (i.e. irrigation system, ball
netting and poles) from within the buffers.
- The proposed project is located within a regulated floodway associated with Morgan Creek. An analysis of
the impact from the project on floodplain elevations will be conducted and it is anticipated, based on the
design of the project, no change in the floodplain elevation will occur as a result of the project. As a result, no
impacts to floodplains are anticipated as a result of the proposed project.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The construction of the proposed project will have a minor impacts on Jordan Lake Riparian Buffers. Proper
erosion and sedimentation control measures will be utilized during all phases of construction, and a sedimentation
and erosion control permit will be obtained from NCDEQ. All work will take place during dry conditions and can be
facilitated from high, non -jurisdictional, stable ground. Silt fencing, inlet protection, sediment traps, diversion
ditches and tree protection will be installed. Clearing will be done only as necessary to install devices. All erosion
and sedimentation control measures will be checked for stability and operation following every runoff producing
rainfall, but in no case less than once every week. Any needed repairs to erosion and sedimentation control
measures will be made immediately. A weekly erosion control inspection report will be required and will be kept
on site by the site superintendent. Temporary and permanent seeding plans will be developed and implemented
to restore impacted areas. The proposed project will meet all applicable requirements for Best Management
Practices and Engineered Stormwater Control Structures as outlined in State and local stormwater regulations
and the UNC -CH Construction Guidelines.

2. Diffuse Flow
All stormwater must be directed and maintained as diffuse flow at non-erosive velocities
through the protected stream buffers such that it will not re -concentrate before discharging

3. No Waste, Spoil, Solids, or Fill of Any Kind
No waste, spoil, solids, or fill of any kind shall occur in wetlands, waters, or riparian areas
beyond the footprint of the impacts depicted in the Pre -Construction Notification. All
construction activities, including the design, Installation, operation, and maintenance of
sediment and erosion control Best Management Practices, shall be performed so that no
violations of state water quality standards, statutes, or rules occur [15A NCAC 02H .0501
and .05021.
4. Protective Fencinit
All wetlands, streams, surface waters, and riparian buffers located within 50 feet of the
construction area on the project site shall be clearly marked (example- orange fabric
fencing) prior to any land disturbing activities and must be maintained on the property until

.0507 (c)]
This approval is for the purpose and design described In your application. The plans and
specifications for this project are incorporated by reference as part of the Buffer
Authorization. If you change your project, you must notify the Division and you may be
required to submit a new application package with the appropriate fee. If the property is
sold, the new owner must be given a copy of this approval letter and Is responsible for
complying with all conditions.
6. This approval and its conditions are final and binding unless contested. [G.S. 143-215.51
This Buffer Authorization can be contested as provided in Articles 3 and 4 of General Statute
150B by filing a written petition for an administrative hearing to the Office of Administrative
Hearings (hereby known as OAH). A petition form may be obtained from the OAH at
http://www.ncoah.com/ or by calling the OAH Clerk's Office at (919) 431-3000 for information.
Within thirty (30) calendar days of receipt of this notice, a petition must be filed with the

University of North Carolina at Chapel Hill, Finley Field Expansion, Orange County,
DEQ Project No. 16-0396.
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) have reviewed the subject
document. Comments are provided in accordance with provisions of the Fish and Wildlife Coordination
Act (48 Stat. 401, as amended; 16 U.S.C. 661-667e), North Carolina Environmental Poiicy Act (G.S.
1 13A-1 through 1 13A-10; 1 NCAC 25) and North Carolina General Statutes (G.S. 113-131 et seq.).
The University of North Carolina at Chapel Hill (UNCCH) proposes to construct two soccer fields on the
south side of Old Mason Farm Road, in addition to upgrading the existing soccer field located along the
north side of Old Mason 'Farm Road; this area is located west of the UNCCH Finley Golf Club and north
of the Mason Farm Wastewater Treatment Plant. Supporting infrastructure, such as parking, field
lighting and site irrigation, will be included. The study area is approximately 39 acres in size. There are
three perennial streams in the project area: Chapel Creek, Morgan Creek and Meeting of the Waters. No
jurisdictional wetlands were located onsite.
Aerial naps and images indicate the following Natural Heritage Natural Areas are located downstream of
the site: Morgan Creek Bluffs; Morgan Creek Fioodplain Forest; and Mason Farm/Laurel Hill Oak -
Hickory Forest. The following recommendations will minimize impacts to aquatic and terrestrial wildlife
resources:
1. Maintain or establish a minimum i00 -foot undisturbed, native forested buffer along each side of
perennial streatns and 50 -foot undisturbed, native forested buffer along each side of intermittent
streams and wetlands. Forested riparian butlers protect habita� areas and travel corridors for w•ildiife
species. In addition, forested riparian buff rs protect water quality by stabilizing stream banks and
filtering stormwatcr runoff.
2. Use bridges for ad permanent roadway crossings of streams and associated wetlands to eliminate the
need to Fill and culvert, where practicable. If'culveris must be used, the culvert should be designed to

allow aquatic lite passage. Fords may be appropriate and preferred for intermittent strearr crossings
or where crossings will be used only once or twice a year. For fords, crossings in riffles are preferred
with the banks lowered upstream and downstream of the crossing. Stabilize the stream bottom with
geo-textile fabric and rock: concrete should not be used for bed stabilization.
3. Stormwater runoff to receiving surface waters can be minimized by reducing impervious surfaces and
increasing infiltration onsite using Low Impact Development (LID) techniques. LiD techniques
appropriate for this project may include permeable pavement and bioretention areas that can collect
stormwater from the parking areas. Additional alternatives include narrower roads, swales versus
curbs/gutters and permeable surfaces such as turf stone, brick and cobblestone.
4. Re -seed disturbed areas with seed mixtures that are beneficial to wildlife. Avoid fescue -based
mixtures as fescue is invasive and provides little benefit to wildlife. A list of wildlife -friendly plants
is available upon request. In addition, the use of non-invasive, native species is recommended. Using
native species instead of omamentals should reduce the need for water, fertilizers and pesticides.
S. Insecticides and herbicides should not be used within 100 feet of perennial streams and SO feet of
intermittent streams. or within floodplains and wetlands associated with these streams.
6. Sediment and erosion control measures should be installed prior to any land -disturbing activity. The
use of biodegradable and wildlife -friendly sediment and erosion control devices is strongly
recommended. Silt fcrncing, fiber rolls andior other products should have loose -weave netting that is
made of natural fiber materials with movable joints between the vertical and horizontal twines. Silt
fencing and similar materials that have been reinforced with plastic or metal mesh should be avoided
as they impede the movement of terrestrial wildlife species. Excessive silt and sediment loads can
have detrimental effects on aquatic resources including destruction of spawning habitat, suffocation
of eggs and clogging of gills.
The NCW RC encourages the applicant to consider additional rneasures to protect aquatic and terrestria:

The Solid Waste Section has reviewed the Environmental Assessment and Finding of No
Significant Impacts for the UNC -Chapel Hill Finley Field Expansion project. The project will
construct two new practice fields on the south side of Old Mason Farm Road and upgrade the
existing soccer field center located on the north side of Old Mason Farm Road. in Orange
County, North Carolina. The review has been completed and has seen no adverse impact on
the surrounding community and likewise knows of no situations in the community, which
would affect this project from a solid waste perspective.
During the project, every feasible effort should be made to minimize the generation of
waste, to recycle materials for which viable markets exist, and to use recycled products and
materials in the development of this project where suitable. Any waste generated by this
project that cannot be beneficially reused or recycled must be disposed of at a solid waste
management facility approved to manage the respective waste type. The Section strongly
recommends that any contractors are required to provide proof of proper disposal for all

The Hazardous Waste Section (HWS) has reviewed the subject Scoping Request for the proposed Finley
Field expansion project (Orange County).
Any hazardous waste generated from the demolition, construction, operation, maintenance, and/or
remediation (e.g. excavated soil) from the proposed project must be managed in accordance with the North
Carolina Hazardous Waste Rules. The demolition, construction, operation, maintenance, and remediation
activities conducted will most likely generate a solid waste, and a determination must be made whether it
is a hazardous waste. If a proiect site generates more than 220 pounds of hazardous waste in a calendar
month, the HWS must be notified, and the site must comply with the small quantity generator requirements.

be notified, and the facility must comply with the large quantity generator requirements.

Thank you for allowing the Transportation Planning Branch to review the planned
expansion documents. In reviewing the site, there is one MTP project in the planned site
area.
The Durham -Chapel Hill -Carrboro Metropolitan Planning Organization (DCHC MPO) has
a 2040 Metropolitan Transportation Plan (MTP, formerly called LRTP) that was approved
June 2013. In the 2040 MTP, there are proposed bicycle lanes along Old Mason Farm
Rd. (SR 1900).
There are no projects in the current 2016-2025 State Transportation Improvement
Program (STIP) along Old Mason Farm Rd. (SR 1900).
A draft Comprehensive Transportation Plan is currently being developed
(http://tinyurl.com/DCHC-CTP).
