A copy of the completed PCN and Agent Authorization Form is included in Appendix I. This PCN is for authorization of temporary impacts to Waters of the U.S., including wetlands. No other NWP(s), regional general permit(s), or individual permit(s) are currently used or anticipated to be used to authorize any part of the proposed project or any related activity. General Project Information and Purpose The approximate location of the project corridor is depicted on the Site Vicinity Map (Figure 1); a portion of the Belews Creek, N.C. 2002 U.S. Geological Survey Topographic Quad Sheet (Figure 2); an Approximate Waters of the U.S. Map (Figures 3A and 3B); and a Proposed Project Impacts (Figure 4). A majority of the project corridor extends through residential and adjacent woodland. The purpose of the proposed project is to replace the existing natural gas transmission line with new pipeline that is compatible with current federal safety and inspection requirements. Williams is planning to conduct various maintenance and regulatory compliance efforts in year 2016 for sections of pipeline within the purview of the Williams' Charlottesville Division, including United States Department of Transportation required pipeline replacement projects. Among those projects include a section of pipeline in Guilford County, North Carolina at Williams approximate milepost locations MP 1350 (Figures 1-3). November 25, 2015 - MP 1350 Pre -Construction Notification: NWP No. 12 / WQC No. 3884 Williams 2016 DOT Replacement Projects — Milepost 1350 Guilford County, North Carolina Williams Gas Pipeline Project No. 1176193 S&ME Project No. 4335-15-068 Williams will be replacing approximately 2,059 feet (0.39 mile) of the existing Mainline "A" 30 -inch pipe between Cross Creek Road and approximately 550feet past Ridgeline Drive, Kernersville North Carolina, with a new Class III -compliant 30 -inch pipe line. Total land disturbance area of the pipe replacement is approximately 9.0 acres. In addition to the pipe replacement, a new valve setting will be installed to meet valve spacing requirements. The new valve setting will be installed at approximately MP 1347.55, located approximately 2.7 miles southwest of the pipe replacement and 0.25 -mile east of N.C. Highway 66 South, (36.093844°, -80.057120°). Total land disturbance area of the valve setting is less than one acre. e°® Field Conditions S&ME personnel visited the project area on April 22, 2015 to delineate the jurisdictional boundaries in accordance with the USACE 1987 Wetland Delineation Manual Guidelines and corresponding Eastern Mountains and Piedmont Supplemental Guidance'. Field conditions were documented using USACE Routine Wetland Determination Data Forms, as appropriate. The field review also included identification of surface waters (streams or ponds) within the project corridors. Drainage features identified during the field review were assessed to determine the jurisdictional status of the tributary. Drainage features were classified as either non jurisdictional orjurisdictional. Field review identified two natural stream channels and one wetland area. Limits of the jurisdictional features were delineated by S&ME and subsequently identified with a Trimble global -positioning system (GPS) unit capable of sub -meter accuracy. A Request for a Preliminary Jurisdictional Determination, along with representative Routine Upland/Wetland Data Forms and a NCDWR Stream Classification Form, are being submitted to the USACE along with this permit package (Appendix II). A brief summary of the streams and wetlands identified during S&ME's delineation are described as follows: Stream S1 (photo 2, Appendix II) is located within the construction limits of MP 1350. The perennial channel is approximately three to five feet wide with gravel, sand and existing rip -rap comprising the substrate with shallow vegetated banks. Stream S1 is an unnamed tributary of Reedy Fork located approximately 530 feet east of the pipeline right-of-way (ROW) that is depicted on the USGS topographic map. Stream S1 scored 33.5 total points on the NCDWR Stream Identification Form (Appendix II) and is a perennial stream. Wetland W1 (photo 3, Appendix II) abuts Stream S1. Soils within Wetland 1 exhibited hydric soil indicator F3 (Depleted Matrix) as evidenced by a higher value, low chroma soil within the upper six inches ' U.S. Army Corps of Engineers. 1987. The wetland is emergent and was dominated by straw -color flat sedge (Cyperus strigosus). Wetland W1 is also located within the proposed work space of MP 1350. Stream S2 (photo 6) is not located within the construction limits of MP 1350, but is adjacent to the end of the replacement. The channel is approximately two to three feet wide with rip -rap, gravel, and sand substrate with shallow vegetated banks. Stream S2 is an unnamed tributary of Reedy Fork located approximately 1,500 feet south of the pipeline ROW that is depicted on the USGS topographic map. Stream S2 scored 34.0 total points on the NCDWR Stream Identification Form (Appendix II) and is a perennial stream. The proposed pipeline is located in the Piedmont physiographic province in the Cape Fear River Basin. Land use in the vicinity of the project corridor consists primarily of scattered residential areas which include landscaped or maintained lawns, roadway ROWS or lightly -developed areas. A portion of the land use within the existing corridor is dominated by maintained utility corridors. Although vegetation within such areas is varied, general species observed included winged sumac (Rhus copallina), poison ivy (Toxicodendron radicans), blackberry (Rubus sp.), wineberry (R. phoenicolosius), sericea lespedeza (Lespedeza cuneata), dandelion (Taraxacum officinale), Queen Anne's lace (Daucus carota), ebony spleenwort (Asplenium platyneuron), big bluestem (Andropogon gerardii), dogfennel (Eupatorium capillifolium), broomsedge (Andropogon virginicus), goldenrod (Solidago sp.), muscadine grape (Vitis rotundifolia), Deptford pink (Dianthus armeria ssp. armeria) and various grasses (Festuca spp.). Woody species observed along the periphery of the maintained utility easements included black cherry (Prunus serotina), sweetgum (Liquidambar styrociflua), tulip tree (Liriodendron tulipifera), red maple (Acer rubrum), red oak (Quercus rubra), wax myrtle (Morella cerifera) and sugar maple (A. saccharum). Photos of the project corridor are included in Appendix II. Description of Construction Activity and Proposed Impacts Williams proposes to conduct the construction activities entirely within a portion of their existing 100 -foot wide ROW easement. The project area limits of disturbance will be limited to the existing maintained easement and is the minimum width necessary in order to conduct the pipeline replacement activity. Due to the large diameter of the pipeline segments being replaced (30 inches) and safety considerations, construction area limits of disturbance were evaluated and determined to be no more than 100 feet wide, required for equipment access, and 80 feet wide used for construction associated with replacement of the pipe segments. Typically, routine maintenance activities involving pipeline recoat or anomaly digs would require a construction width less than 80 feet wide. The crossing detail drawings of the project corridors are included in Figures 5A -E. Equipment (track -hoe, side -boom, bulldozer, dump truck, pick-up trucks) will access the construction areas using the existing easement where it crosses public roadways through an installed construction entrance. Construction will first involve removal of surface vegetation in a manner that minimizes soil disturbance. Appropriate sediment and erosion control measures will be installed to prevent sedimentation of jurisdictional features as a result of the construction. A trench detail is included as Figure 6A. Following replacement of the new pipe segments, affected areas will be returned to its original grade and contour, seeding and mulching to restore the easement as closely as possible to pre -disturbance conditions. The project will temporarily impact approximately 84 If of S1 stream channel and 0.015 acre of wetland impact as a result of the pipe replacement. The stream work will occur "in -the -dry" by isolating the affected area via dam -and -pump or flume techniques. The affected banks will then be restored to their original grade and contour, stabilized with juke or similar matting and seeded. Replacement of rip -rap rock to insure proper stabilization will occur in areas where the rip -rap rock was temporarily removed in order to perform the construction. A pre -construction stream crossing detail is included as Figure 5B. A pump around and flume crossing detail is also included as Figures 5C and 5D, respectively. A post - construction stream crossing detail is provided as Figure 5E. Project impacts are depicted on the Figure 4. 00o Protected Species and Cultural Resources Protected Species S&ME's consideration of potential protected species habitat began with review of existing records obtained from federal sources. The U.S. Fish & Wildlife Service (USFWS) list of federally protected species (updated March 25, 2015) was consulted for a listing of protected species documented within Guilford County, North Carolina. This review identified two protected species, and one species of concern; one plant and two animals. Listed flora and fauna and their federal status are identified in Table 1. Explanations of rankings are included at the end of the table. This effort revealed the site consisted of maintained utility ROWS and adjacent residential lawns. None of the listed species were observed. Based on the level of recent and continued disturbance, the project site is not considered to provide potential habitat for protected terrestrial species with a likelihood of occurring in Guilford County. Though the Carolina darter is not federally listed (federal species of concern) for Guilford County, the proposed project involves impacts to unnamed tributaries to Haw River and will not impact streams that November 25, 2015 Pre -Construction Notification: NWP No. 12 / WQC No. 3884 Williams 2016 DOT Replacement Projects — Milepost 1350 S&MEGuilford County, North Carolina Williams Gas Pipeline Project No. 1176193 S&ME Project No. 4335-15-068 drain to those supporting known populations of Carolina darter. Accordingly, the proposed project is not anticipated to impact this species. A copy of this PCN and attachments will also be provided to the USFWS for that agency's comment on the proposed project. Cultural Resources S&ME reviewed the North Carolina Historical Preservation Office Online GIS Web Service (HPOWEB) for properties listed or potentially eligible for listing in the National Register of Historic Places. No such properties were located within the vicinity of the project areas. A copy of this PCN and attachments will be forwarded to the State Historic Preservation Office (SHPO) to provide an opportunity for comment on the proposed project. 0 Avoidance and Minimization Williams has designed the proposed project at MP 1350 to avoid and minimize impacts to Waters of the U.S. to the extent practical. Construction activities will be limited on MP 1350 to avoid impacts to the identified stream S2 feature. Construction activities will be limited to 80 -feet through the MP 1350 stream and wetland area (which is currently maintained), within the 100 -foot existing ROW, and is the minimum amount necessary to facilitate access for pipeline replacement construction in this area. Additional Regulatory Considerations Work will be conducted within the existing maintained easement. Material resulting from trench excavation are not anticipated to be temporarily sidecast into Waters of the U.S, but in no case would sidecasting occur for more than three months. Excess material will be removed to a high ground disposal area. Temporarily -cleared areas will be restored with native vegetation in accordance with the attached Restoration Plan (Appendix IV) upon completion of the work. Sediment and erosion control measures shall be consistent with the practices outlined in the most recent version of the "North Carolina Sediment and Erosion Control Planning and Design Manual" and approved by the local governing authority. The specifications for the design, installation, operation and maintenance of Best Management Practices will comply with the appropriate turbidity water quality standard. Sediment and erosion control measures placed in waters will be removed and the original grade restored within two months after the Division of Land Resources has released the project. Impacts have been avoided and minimized, and appropriate measures will be taken during construction to allow flow and circulation patterns of Waters of the U.S. to remain unaffected. 0 Mitigation The project is proposed to result in temporarily impacting approximately 84 If of S1 stream channel and temporary wetland impacts estimated to be 0.015 acre. Based on our experience with similar projects, we do not anticipate that compensatory mitigation for the proposed project is required. As proposed, the project will comply with applicable conditions of NWP No. 12 and WQC No. 3884. However, the width of the construction area within the permanently -maintained ROW will exceed 40 feet at crossings. This is necessary due to the size of the equipment required for the construction activity as well as safety considerations. Following construction, affected jurisdictional areas will be restored to its original grade and contour. As proposed, the project will not result in permanent changes in pre - construction elevation contours or affect dimension, pattern or profile of affected streams. Cleared areas are proposed to be restored in accordance with the attached Restoration Plan (Appendix IV) following completion of the work. As part of mitigation for unavoidable impacts, the following plan is proposed for implementation to restore temporarily -affected wetlands and streams. This plan entails restoration of temporarily -disturbed areas to their original contours and conditions to the degree practicable upon project completion. Further, it specifies that disturbed wetland areas and streambanks will be permanently stabilized with a native vegetative cover. The measures outlined below will be specified in the contract documents prepared for construction of the proposed project. Proposed restoration activities include removal of temporarily -placed fill material and restoration of original pre -disturbance contours. Excavated material shall be returned to the trench to the extent possible, and remaining material relocated and retained on an upland site. Excavated topsoil shall be stockpiled separately and then replaced uniformly over the area of excavation from which it was removed. The native seed mix identified in Table IV -1 below shall be utilized within temporarily -disturbed portions of the corridor comprised of wetlands, as applicable.
