Vegetated Wetlands Shallow Bottom 1,075sf 5,452sf Shading 60sf (36sf overlaps fill) Temp Disturbance 1 000 (cofferdam) (C) Other High Ground 61.614sf Associated Grading 29.999sf (D) Total Area Disturbed 100,0000 (E) Primary Nursery Area No (F) Water Classification SC Open No 8 PROJECT SUMMARY Construct a public boat ramp for recreational and commercial boats, that will Include a 43' wide concrete ramp with 8' wide walkways on either side, 8' wide floating docks on the east and west side of the ramp along two vinyl groins Upland development will Include a parking lot for 26 trailer spaces and 6 single car spaces, and an ADA compliant restroom facility NCWRC Field Investigation Report Page 2 Project Setting The project site is a vacant 4 6 acre (200,925sf) lot located in the Perquimans County Commerce Centre at the end of N Granby Street (SR 1476), off of Harvey Point Road (SR1336), approximately 3/10 of a mile east of US Hwy 17, in Perquimans County The property has 308 linear feet of shoreline along an 11' bluff on the Perquimans River The property is currently used as farmland and recently harvested for cotton The bluff along the river is undisturbed and heavily vegetated with, but is not limited to, amencan sycamore (Platanus occidentalis), bald cypress (Taxodium distichum), tulip poplar (Linodendron tulipifera), ash (Fraxinus excelsior), loblloy pine (Pmus teada), greenbrier (Smilax rotundifolia), poison ivy (Toxicodendron radicans), pokeweed (Phytolacca amencana), spotted spurge (Chamaesyce maculata), and wild grape vine /riverbank grape (Vitis rnpana) The shoreline along the property has a sandy substrate that gently slopes to a depth of -6' and drops to a depth of - 20' in a barrow pit excavated for fill during the construction of the NC Hwy 17 Bridge crossing the Perquimans River There is no submerged aquatic vegetation within or adjacent to the project area Located to the north of the project site is the Perquimans River, to the south is N Granby Street and a metal building constructed for ShoreFlyte, a marine sales and service business currently located in Camden County The property wraps around the west side of the WRC site and also has a boat ramp that has never been completed Located to the east of the property is the North Carolina Seafood Park Property that received a CAMA Major Permit #15 -11, to construct a boat basin and boat ramp for commercial vessels No work has been undertaken to date at the Seafood Industrial Park Uses in the area include commercial businesses and recreational uses within the Commerce Center, and the Newbold White House Historical site located less than one mile from the project site Development Proposal NC Wildlife Resources Commission (NCWRC), in association with Perquimans County, is proposing to construct a public boat access at the end of N Granby Street within the Perquimans County Commerce Centre, adjacent to the NC Seafood Industrial Park The proposed facility will provide a concrete ramp 59' wide, including two 8' wide pedestrian walkways, cut through an 11' bluff and will include vinyl retaining walls on either side that will extend down to the shoreline Located at the end of the sloped ramp, along the -5' elevation will be a level 40' x 41' concrete slab poured using a cofferdam system This area will have six pilings 8' on- center to tie vessels using the ramp A small area of water bottom will be excavated to a finished depth of -6' at the end of the ramp facility Spoil resulting from excavation below NWL and excavation of the landward bluff to accommodate the ramp will be stored on the property along the northwest corner of the property This area will be leveled and vegetated at project completion The vinyl retaining walls on the east and west sides of the ramp will transition into groins on either side of the ramp and terminate 33' to 44' in the Perquimans River at a depth of -6' The groins will have 1" per V -0" open, or the equivalent, to allow for flushing and larval transport The groins as proposed will be 3' above normal water level and have 28" yellow reflective delineators along the walls for safety To prevent erosion along the outside of the ramp retaining walls 12" Class B riprap will be placed over a filter cloth against the walls and extend a short distance below NWL On the east side of the ramp the stone will be placed along approximately 80'of the retaining wall, and on the west side of the ramp stone will be placed along NCWRC Field Investigation Report Page 3 approximately 90' of the retaining wall Riprap will extend below NWL between 12' and 16' as shown on the enclosed drawings The east side of the ramp and groin will be constructed at a minimum of 15' from the adjacent riparian line at its closest point In association with the boat ramp a large asphalt parking lot will be constructed to accommodate 26 trailers and 6 single cars Two parking spaces will be reserved for handicap users The parking lot will be sloped away from the water and diverted by roll curb and gutter will be used around the parking lot A pre -
