Directional drill or bore technology is not practical due to the size of the line and depth of bedrock found during geotechnical investigations. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:* The sewer alignment was designed to avoid or minimize impacts to jurisdictional areas, and where feasible, manholes were placed outside of jurisdictional areas. All MHs on project will be water tight and MI -Is within 50' of streams and wetlands will have sealed joints and interior water proofing to minimize leaks. At Site 5, the maintenance corridor was located at an area with more stable banks to avoid excessive stabilization measures being necessary at the crossing. Stream crossings have been minimized to those required due to steep topography and other unavoidable constraints. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:* Best management practices and sedimentation and erosion control methods will be used during all construction techniques. No equipment refueling or maintenance activities will occur adjacent to jurisdictional areas. All temporary impacts to jurisdictional wetlands during construction activities will be returned to their original configuration and seeded in a timely manner for stabilization. Stream crossings will be stabilized with riprap and fabric, and permanent maintenance crossings will be at bed elevation, and will not block flow or aquatic passage. 2. Skvarla, III Secretary Eastern Area Sewer Improvements for City of Greensboro Guilford County, North Carolina The North Carolina Environmental Policy Act (G.S. § l 13A) requires that the Division of Water Resources determine whether a proposed major agency action will significantly affect the environment. The Eastern Area Sewer Improvements for City of Greensboro are such a major action. This project involves the construction of the 13 MGD Stewart Mill Lift Station and upgrade of Rock Creek Lift Station to 4.3 MGD in order to convey water from the eastern area of the City's service area to the T.Z. Osborne Water Reclamation Facility. Construction will also include approximately 12,800 linear feet of new 18 -inch force main (Rock Creek Force Main) discharging to the outfall leading to the Stewart Mill Lift Station, 24,000 linear feet of 36 -inch and 42 -inch outfall along Little Alamance Creek discharging to the Stewart Mill Lift Station, and 23,000 linear feet of 30 -inch force main (Stewart Mill Force Main) tying to an existing outfall to the T.Z. Osborne Water Reclamation Facility. Specifics regarding project location can be found in Figure 1 of the Environmental Assessment. In order to determine whether the Eastern Area Sewer Improvements for City of Greensboro will cause significant environmental impacts, an environmental assessment has been prepared. The environmental assessment is attached. It contains detailed information on the key issues, including a detailed description of the proposed project, and probable environmental impacts with proposed mitigations. The following is a summary of the probable environmental impacts and associated mitigation activities: The proposed project is expected to have little direct, secondary, or cumulative impact on land use, prime farmland, public lands, and is not expected to introduce toxic substances. Temporary and future impact to air quality and noise levels may occur, but will be addressed by the City through construction requirements and odor controls as needed. The project will result in minimal impacts on topography, soils, areas of archaeological or historical value, wetlands, water resources, forest resources, fish habitat, and wildlife habitat. Mitigation for those impacts include sediment and erosion controls, compliance with Clean Water Act Nationwide Permit conditions, following mitigation agreements specified within correspondence with the State Historic Preservation Office, compensatory mitigation (if required) for wetland impacts through payment to a private bank or in -lieu fee program, evaluation of boring methods for stream crossings, and natural regeneration of temporarily cleared forest areas. Secondary and cumulative impacts may result from private development within the service area. These impacts will be mitigated through the City's comprehensive land development ordinance. None of the above impacts are found to be significant due to mitigation activities. Thus, it has been concluded that Eastern Area Sewer Improvements for City of Greensboro will not have a significant adverse effect on the quality of the environment. At the conclusion of construction, the temporary construction easements on the Troxler’s Mill property will be replanted with native tree species. 4.
