the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to cause any
capacity related sanitary sewer overflows or overburden any downstream pump station en route to the
receiving treatment plant under normal circumstances, given the implementation of the planned
improvements identified in the planning assessment where applicable. This analysis has been performed
in accordance with Iocal established policies and procedures using the best available data. This
certification applies to those items listed above in Sections I and II plus all attached planning assessment
addendums for which I am the responsible party. Signature of this form certifies that the receiving
collection system or treatment works has adequate capacity to transport and treat the proposed new
wastewater.

On behalf of Preston Development Group, LLC, we are pleased to submit the enclosed
information for permitting of the public sanitary sewer line extensions to serve the subject
project.
The proposed public sewer extension will serve a 288-unit apartment community. The lines will
be constructed with PVC pipe and will be dedicated to the City of Sanford for maintenance. The
required flow allocation is based on 240 gallons per day for the one- and two -bedroom units
(168) and 360 gallons per day for the three -bedroom units (120) for a total flow of 83,520
gallons per day.
Please find enclosed one original and one copy of the following:
1. This cover letter with the project description in the paragraph above;
2. A check in the amount of $480.00 made payable to the NCDEQ as Payment of the
application review fee;
3. A completed and executed "Fast Track Application for Gravity Sewers, Pump
Stations, and Force Mains”;
4. A completed "Flow Tracking for Sewer Extension Application" Form FTSE - 10-
18;
5. One color copy of the USGS topographic map of this area;
6. A street level map showing the general project area.
