This submittal is to satisfy the five (5) day written notification requirement of the Badin
Business Park LLC (BBP) NPDES Permit specifically Part II Section E.6. BBP determined an
exceedance of the monthly average permit limit for cyanide at Outfall 005 on February 14th.
On February 14, 2020, Randall Kiser of my staff verbally reported this January exceedance to
Roberto Sheller of the Mooresville Regional Office.
A total of 5 grab samples representative of the Outfall 005 discharge were collected during the
month of January. The resulting average of the 5 grab samples were 6.12ug/l.
Alcoa is continuing to pursue finding a laboratory, certified in North Carolina, who can perform
the ASTM D7511 Method for Cyanide. As we have previously discussed with the Department,
we believe the existing method that we are using has interferences particularly at low
concentrations closer to the method detection limit that are causing false positives for Cyanide
at our outfalls.
We will keep the Department apprised of any further findings and additional actions that we
