Dear Sirs:
Upon receipt of the Notice of Violation NOV-2018-PC-0198 Permit No. WQ0007026 Sanford Health and
Rehabilitation Co. Lee County dated June 14, 2018 we have done the following:
1. Repaired the two spray heads in zone 4 that were broken. (completed 6/20/2018)
All spray heads are currently operational.
2. Discussed repair or replacement options of the sand filter with the ORC.
(upon receipt of notice)
3. Contacted Sanford Director of Public Works, Victor Czar, to discuss feasibility of connecting
to city sewer. Not an option for immediate future.
4. Contacted and signed initial Agreement for Services with Gary S. MacConnell, President of
McConnell & Associates (5/23/2018) for consultation, design, permitting and construction of
a replacement filter system (Sand or EZ Treat Closed System) if needed.
5. Contacted Russell Underwood and Carolyn Underwood, Civil Engineer and certified spray,
wastewater and physical chemical operator for consultation regarding repair, ( site visit
6/29/2018)
After review of the above information and discussing repair with several additional engineers and
former operators, all are not agreed that the current sand filter system has out -lived its life and is no
longer functional. It is feasible that the pending across the surface of the sand filter is a result of algae
present on top of the sand filter preventing the fluid from flowing freely through the sand AND that the
drainage pipe from the sand filter to the lagoon is occulted. Consequently, these are the steps we have
and are taking to repair:

1. Raked the algae from the surface of the sand filter and leveled the sand for proper drainage.

2. ORC is irrigating (per permit limits) to lower the lagoon and get access to the drainage pipe.
(Pipe exposed 7/12/2018)
3. Plumber scheduled to blow air backwards, (waterjet process) and run a camera in the line if
necessary to ensure pipe is clear and water is able to flow freely between the sand filter and
the lagoon. (to be completed by 7/20/2018)
If the above actions do not eliminate the ponding on the surface of the sand filter we will secure the
services of a qualified engineer to conduct further analysis of the current filter. Due to the proposed
expense of any type of "new" filter system ($300,000.00 and upwards) we would respectfully request
additional time to exhaust all options for repair before proceeding with a purchase of this magnitude.
Additional repair steps have been discussed with people listed above but we would like to proceed
sequentially through the repairs pending the findings of further analysis.
