George Derwort Property Wastewater Treatment Options Polk County ' Dear Mr. Greer: According to my discussions with the Polk County Health Department, Lots 6, 7, 8, and 9 are - unsuitable for the installation of a conventional septic tank/nitrification field or any other alternative wastewater treatment system. Lot 5 is questionable and will be marginal at best. The Division of Environmental Management can NPDES issue permits for the discharge of treated wastewater to state streams . While it is true that the Division does issue permits to single family residences, the Agency does not issue permits to different residences , located in proximity to each other. The following are options that Mr. Derwort has regarding sewage disposal : - 1 . Purchase additional property or -obtain easements from adjacent property owners for locating a nitrification field that would serve the houses to be constructed. 2 . Obtain an NPDES Permit, an Authorization to Construct permit, and construct a septic tank/surface sand filter of sufficient size to serve the .houses to be built. Mr. Derwort '._has the option of installing a central septic tank capable of handling- all of the wastewater - or installing individual septic tanks for each home. Greer January 7, 1994 Page Two To obtain a NPDES Permit, Mr. Derwort will need to submit, in , triplicate, an application and an engineering proposal, along with a check or money order for $400 . 00 (application fee) , to- the Division. The process for obtaining a permit will take approximately six to • nine months at best. Once a permit has been obtained, Mr. Derwort will then need to submit five copies of engineering plans and specifications stamped and sealed by a Professional Engineer detailing the type of wastewater treatment facility to be constructed. These plans will need to be accompanied by a letter requesting an Authorization to Construct permit and a check or money order for $150 . 00 . Once this last phase has been completed and approved, Mr. Derwort can begin construction. The NPDES Permit will require periodic monitoring of the effluent generated by the wastewater treatment facility. This data must be reported to the Division no later than thirty days following the month in which samples are collected, i .e. , samples collected - during November must be in Division hands no later than December 30 . Currently, effluent limited domestic dischargers for Class I facilities such as septic tank/sand filter systems require samples to be collected twice/month for nearly all parameters . Monitoring for Temperature will be required on a weekly basis while that for Ammonia Nitrogen, if required, will be on a monthly basis . A NPDES Permit is issued for a maximum period of five years . Approximately eight months prior to its expiration date, the Division will. send out a notice reminding Mr. Derwort to renew the permit. It is important that a completed renewal application be submitted no later than 180 days prior to the expiration date contained in the permit. A certified wastewater treatment operator with a classification of at least that of the wastewater treatment facility, i.e. , a Grade I operator for a Class I facility, will be required. The operator will be required to visit the treatment facility on a weekly basis and will be required to maintain the facility in optimum working order. Any problems regarding proper maintenance and operation or samples out of compliance with permit limits will be required to be handled in an expedient 'manner. Failure to do so could lead to the initiation of enforcement proceedings against the permittee. The Division will inspect the wastewater treatment facility at least annually. Samples will be taken if the facility is discharging and the results of the inspection communicated to Mr. Derwort. Lastly, an annual compliance monitoring fee will be required. Depending upon the past year' s compliance record, this fee could be either $450 . 00 or $600 . 00 . David T.
