DANIEL SMITH Director Dan Saltsman, PE Stantec Consulting Services 801 Jones Franklin Road, #300 Raleigh, NC 27606 NORTH CAROLINA Environmental Quality December 6, 2019 Subject: Request for Additional Information Stormwater Permit No. SW6191004 Multipurpose Training Facility, SOTF Cumberland County Dear Mr. Saltsman: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on October 29, 2019. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. The drainage area table on Page 3 of the SWU-101 application incorrectly lists the drainage area to SWM#2 as 42,209 ft2, whereas the calculations show it as 2.215 acres. Please revise the application form to correct this discrepancy. 2. Please make the following revisions to the Supplement EZ form: a. Complete the information for the seasonal high water table (Fields 22 & 23). b. Revise the bottom elevation to reflect the elevation of the subsoil at the bottom of the stone layer (Field 29). c. Complete the information for the infiltration trenches (Fields 34-43). 3. The boring location map shows no borings in the areas of the infiltration systems to determine the seasonal high water table. Please explain how the elevation of the seasonal high water table was determined in these areas. 4. The infiltration tests should be completed at the final elevation of the subsoil. The Supplement EZ form indicates that the infiltration tests were completed at the existing grade of the site, which does not accurately reflect the infiltration rates of the soil at the excavated elevations. Pdfs must be uploaded using the form at: hqps:Hedocs.deg.nc.gov/Forins/SW ProjectSubmittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to January 5, 2020, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6191004 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
