Subject: Request for Additional Information
Stormwater Permit No. SW4191001
Winding Creek Subdivision
Alamance County
Dear Mr. Koch:
The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater
Management Permit Application for the subject project on October 23, 2019. A review of that
information has determined that the application is not complete. The following information is
needed to continue the stormwater review:
1. Please complete a low density supplemental form. The form can be found by
downloading Supplement EZ at the Stormwater Design Manual website and selecting
low density.
2. Please delineate any wetlands on site or a note that none exist [I 5A NCAC
02H .1042(g)(iii)]. If the hatched area on the plans represents wetlands please add a note
indicating this and the individual/entity who made the determination.
3. Lots 4, 5, and 6 as shown on the Existing Conditions & Demolition Plan (C2.0) are
shown as being owned by Timber Creek Estates. A deed, lease, or purchasing agreement
must be provided to indicate that the applicant has a legal right to develop these
properties.
4. The ditch details on Sheet D4.0 show that the side slopes of the roadside ditches are
steeper than 3: 1. Please revise the plans and details to show that the side slopes are no
steeper than 3:1 [15A NCAC 02H .1003(2)(c)(i)].
5. Please add a note to the ditch details on Sheet D4.0 to show that the ditches must be
vegetated and provide calculations showing that the ditches will not have erosion during
the peak flow from the 10-year storm in their permanent vegetated condition [I5A NCAC
02H .1003(2)(c)(ii)].

6. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other
documents. Pdfs must be uploaded using the form at:
hltps:Hedocs.deq.nc.gov/Forms/SW ProjectSubmittal
Please note that this request for additional information is in response to a preliminary review.
The requested information should be received by this Office prior to January 2, 2020, or
the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee. Please reference the State
assigned project number SW4191001 on all correspondence.
If you need additional time to submit the information, please submit your request for a time
extension to the Division at the contact below. The request must indicate the date by which you
expect to submit the required information. The Division is allowed 90 days from the receipt of
a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
