The City of Raleigb proposes to widen Blue Ridge Road from a basic two lane roadway to a three lane curb and gutter section with bicycle lanes and sidewalks on both sites. A Preliminary Jurisdictional Determination (PJD) provides an indication that there may be "waters of the United States" or "navigable waters of the United States"on a property. PJDs are sufficient as the basis for permit decisions.
