Industrial Pretreatment Program
Annual Report 2019
The Town of Jefferson Pretreatment Program regulates American Emergency Vehicles as its only
Significant Industrial User. This facility is regarded as a 40 CFR 433.17 categorical metal finishing
operation resulting from a process that uses a fluoridated etching solution to prepare ambulance
bodies for primer coating and painting.
AEV has a history of cooperation and compliance with the Town of Jefferson Pretreatment
Program. The SIU has worked with the Town of Jefferson in 2010 to identify and eliminate the
sources of Zinc in their discharge. In 2017, AEV experienced SNC for BOD and moved quickly to
identify and remove the source, returning to compliance for that parameter soon afterward.
In 2018 AEV experienced SNC for low pH in its discharge. A Notice of Violation was issued May
3, 2019. While issuing a modified IUP to reduce allocations of Nickel, Silver, and Zinc, the Town
required AEV to adjust pH at or prior to the categorical sampling point. Since the modified IUP
was issued May 8, 2019, AEV has successfully complied with its pH limits. AEV appeared on the
2018 SNCR report for the pH violation. A Public Notice was published May 15, 2019. The
Publisher's Affidavit is on file at the Jefferson WWTP.
American Emergency Vehicles experienced excessive levels of lead and zinc in two sampling
events during the second semiannual period of 2019. They responded by conducting additional
sampling for both parameters. Upon completion of Compliance Judgment Worksheets the
average results for both parameters were below the TRC/ SNC limit for this semiannual period.
