The 'Typical Ford Stream Crossing' identifies a 9-foot maximum width for the permanent crossing. However, the permanent impact listed in the stream impact table and shown on Sheets 15/15 and 15W list 20 linear feet of impact. Can you clarify and make any updates that may be needed to the application/exhibits? As discussed, the 20' is the permanent "maintenance corridor" which includes the Sewer Crossing as well as the Ford crossing. We've typically included the total 20' measured along the sewer line as a "conservative" permanent impact along the stream and to be sure we've covered ourselves on the 401/Buffer impacts as well. But, as you and I discussed, from USACE's perspective (which should also be the view from the State for 401 certification) IF we're NOT installing rip rap in stream for anything other than the Ford Crossing, THEN the only permanent impact would be the 9' Ford Crossing. But IF we ARE installing rip rap in the stream after sewer backfill, THEN that would need to broken out separately from the Ford Crossing (mainly because of the way staff has to enter these impacts separately in their database — even though it is all considered permanent). We DO indeed show rip rap on our Sewer Crossing detail and feel this is a necessary measure for stream stabilization after construction. Therefore, in order to keep the total impacts the same as before, we have now broken out the portion along the stream for the 9' Ford with rip rap, and the portion for an additional 11' of Sewer Crossing with rip rap. Please note, this is measured perpendicular to the sewer line itself; so for a couple of the upstream crossings that aren't quite exactly perpendicular, the actual linear footage along the stream might be a little more than 11' (just in case you wonder where the extra stream impact footage is coming from). But the bottom line is that it is still a 20' permanent impact (along or perpendicular to the sewer) which does NOT change the total permanent impacts along stream from what we showed before. ADDITIONALLY, I have updated the Typical Ford Crossing Detail on our plan sheets, AND I've updated our Sewer Crossing Detail so that they both illustrate the Ford Rip Rap and the Sewer Crossing Rip Rap and they cross-reference each other. Stream pump arounds may be optional on intermittent streams if weather patterns are favorable, but on the perennial stream it is more likely to be necessary. Please update the plans to show the location of both up and downstream dikes for stream dewatering and pipe installation, and refer to the pump around detail already included. Per our discussion, we have shown an additional impervious dike on the downstream side of each of our crossings. At the upstream tributaries we have a label indicating that IF high flows are encountered, then the downstream dike would be necessary. 3. It doesn't appear that all landowners have signed off on the PJD request; is this correct? I would just issue a permit without the PJD if this is the case. Please let me know if this is okay. You are correct. The second comment is intended to benefit the project during construction by making contractors aware of the measures. Construction Details are often the only reference they have with them.
