Three concerns we have include the culvert at Site 6, Stormwater treatment at interchange D quadrant and a
minor revision to the minutes (see attached screen shots).

 We did not discuss aquatic passage relative to the culvert/pipe at Site 6. Please confirm that your
proposed design will facilitate aquatic passage and that pipe inverts will be buried the requisite foot.
We considered burying the pipe system at Site 6 but there are several factors that led to our decision
not to bury it:
o The existing stream is at an extreme skew to the proposed roadway – this led us to need to
use a pipe system with inlets and other pipes to convey the stream safely through the
roadway. A 30” stormdrain enters the system from the Northwest. This additional water
coming into system would likely not allow for sediment to remain in the system.
o The additional water coming into the system from the 30” would cause any sediment in the
system to be deposited at the outlet – potentially causing sedimentation issues downstream.
o The proposed pipe layout was required due to maintenance of traffic during
construction. The proposed roadway will be several feet higher than the existing roadway,
and the stream is required to cross the road at a specific location to be able to keep the

roadway open to traffic at all times during construction, which made the drainage design in
this area bit more challenging.
 Since the proposed design loses a lot of open ditch flow in the area, we ask that you look at adding
additional stormwater treatment/bmp within ramp D. The proposed design discharges a significant
volume of untreated stormwater directly to the culvert.
There are 4:1 fill slopes inside the area of Loop D; this limits the available area for a potential SCM to
approximately 5700 SF. The existing topography in this area is about 10% on average, severely
limiting the room to grade a basin and not allowing a grassed swale to be used because of high
velocities. For these reasons, we don’t believe that it is feasible to have an SCM in this area.

 Please strike the last portion of the last sentence of paragraph 5 on page 3 of your minutes. I did not
make that statement. I would end the sentence after the comment about the public citizen. Do you
concur Nicholle?
