Dear Mr. Lamb:
On February 27, 2020, a site inspection was conducted for the 421 Feed Mill facility located on US Hwy 421, Sampson
County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. The site visit and file
review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG060000 under Certificate of
Coverage NCG060336. Permit coverage authorizes the discharge of stormwater from the facility to an unnamed tributary
to Crane Creek, a Class C. Sw waterbody in the Cape Fear River Basin.
As a result of the site inspection, the following deficiency is noted:
1. The Stormwater Pollution Prevention Plan has not been properly implemented.

Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the
inspection.

A written response is not requested at this time.
Action Items
Immediately review and amend the facility's SPPP as needed and begin incorporating documentation pertaining to the
annual update requirements of the permit.

The Stormwater Pollution Prevention Plan SPPP was reviewed.The SPPP should be reviewed and updated annually in

accordance with the conditions in General Permit NCG060000. Mr. Glenn Clifton is no longer the legally responsible person
for this permitted facility and has now been replaced by Mr.James Lamb, Environmental Specialist.An Owner '-
Designation/Affiliation Form may be accessed at this link: hfps://edors.deq.nc.gov/Forms/SW-Owner-Affiliation and should
be submitted to the address on the form. The following information needs to be included in the SPPP.:An updated site map
which shows the direction of flow within each drainage area.The updating of the Spill Prevention and Response Procedures
Team with the removal of the names of those personnel who are no longer employees at the facility.An annually updated list
of spills or leaks for the past three years or the notation that no spills or leaks have occurred.A statement that the annual
training requirements were met in the past year.An annual written re-certification that the stormwater outfalls have been
evaluated for the presence of non-stormwater discharges.Semi-annual inspections of the facility and all stormwater systems
should be documented.The Analytical and Qualitative Monitoring records were reviewed and appeared complete.
The facility grounds were inspected and Outfalls 1-8 did not have issues, although there was erosion on a slope near Outfall
6.Above Ground Storage Tank secondary containment systems covered under NCG060000 shall be controlled by manually
activated devices that are normally closed and secured and that are accessible to authorized personnel only. Discharges
from secondary containment systems must be documented in accordance with NCG060000 Permit requirements.
