HomeMy WebLinkAbout20200345 Ver 1_SR 1306 Erwin Rd Durham courtesy NWP3_GC4132_20200305Road: SR 1306 (Erwin Road) County: Durham River Basin: Cape Fear (Jordan Lake WSWS) Stream Name: UT to Sandy Creek Lat, Long: 35.99983 N,-78.95239 W HUC: 030300020601 NCDENR-DWQ Index Number, Stream Classification: 16-41-1-11; WS-IV; NSW Existing structure: 54in diameter reinforced concrete pipe, with 16ft of pipe (4- 4ft joints) disconnected and collapsed on the outlet, causing the slope and sidewalk above to fail. Note the existing pipe is perched on the outlet several feet above the stream bed and there is 30LF of rip rap in the flow line below the outlet serving as a dissipator pad. Proposed structure: 16ft of pipe (2- 8ft joints) will be re -installed. In order to provide for long term stability and to avoid repeat failures, it is necessary to leave the rip rap dissipator pad in the flow line. New rip rap and geotextile will be used around the repaired pipe end and on the immediate streambanks for stability. Riparian Buffers: Equipment used and work performed will be from the existing transportation facility. Foot traffic access for installation of temporary dewatering measures will be limited just upstream and downstream of the pipe replacement to maintain a dry work area. No trees will be cut and no grading within riparian areas is proposed. Therefore, no Jordan Lake Riparian Buffer impacts are proposed. Temporary impacts: +/-40t dewatering (30ft below pipe outlet and 10ft above pipe inlet). Impervious dikes will be installed in the streambed upstream and downstream of the work site for containment and to maintain a dry work area. A clean water bypass pumping operation will be used to maintain a dry work area. Any turbid water trapped in the work site will be sent by mud pump through a special stilling basin (i.e.. silt bag) for treatment prior to reentering the stream. All impervious dike materials will be removed once the work is complete. Permanent impacts: Disconnected length of pipe will be reset and no new pipe length is proposed. Rip rap armoring will be used around the pipe end and immediate streambanks for stability. Rip rap already within the channel will remain to provide a dissipator pad for this perched pipe. Without this rip rap in the flow line the blowhole would reform, the streambed would remain unstable, and the pipe end would eventually collapse again leading to repeat separation and repairs at this site. Cultural Resources: Review of the SHPO GIS mapping reveals no cultural resources, no historic structures nor properties at this crossing. Protected species information: Michaux's Sumac (Rhus michauxii): Biological Conclusion of No Effect was rendered based on lack of suitable habitat within the highly maintained shoulders and roadway slopes. Atlantic pigtoe (Fusconaia masoni): A US Fish and Wildlife Service (USFWS) proposal for listing the Atlantic pigtoe as an threatened species was published in the Federal Register in October 11, 2018. The listing is anticipated soon, but hasn't become effective yet. Use of the Revised Programmatic Biological Opinion for Culvert Replacements and Extensions in Eastern North Carolina, NCDOT Divisions 1-8 (September 11, 2019) provides a Biological Conclusion of May Affect — No Likely to Adversely Affect for this species. Smooth Coneflower (Echinacea laevigata): Biological Conclusion of No Effect was rendered based on lack of suitable habitat of highly maintained roadway shoulders and fill slopes.
