Please reference the "Department of the Army Permit" dated June 9, 2017, modified on August
10, 2018 sent by the US Army Corps of Engineers (Corps) and the 401 Certification dated August
21, 2018 issued by the N.C. Division of Water Resources in response to the permit application
submitted by Clearwater Environmental Consultants, Inc. (CEC), on behalf of High Hickory of
Asheville, LLC represented by Mr. Andy Baker. These permits authorized impacts associated
with the construction of road crossings to develop a residential community in Swannanoa, North
Carolina (Figures 1-4). The authorizations approved 120 linear feet of temporary stream impacts,
185 linear feet of permanent impacts and 40 linear feet of culvert removal/restoration totaling net
stream impacts of 150 linear feet. The authorizations are attached for review (Attachment A).
The applicant respectfixlly requests that these authorizations be modified to reflect the changes
illustrated on the Revised Impact Map (Figure 5A and 5B) and discussed below.
This permit modification request includes modifying the lengths and locations of proposed new
culverts; however, the total permanent impact lengths to streams will remain the same.
Proposed Impact #30 (201f culvert replacement) is modified to include 15 new feet of
impact for a total culvert length of 351£ (Figure 5A).
Previously permitted Impact #32 (15 If new culvert) has been eliminated (Figure 5B)
There are no requests for additional impacts to streams or wetlands.
