Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The Smith Mill Creek Restoration Project site is located at 1 Moose Heart lane in Buncombe County within the city limits of Asheville. The project site includes two streams, Smith Mill Creek and Uf2. Smith Mill Creek has been historically manipulated through relocation and straightening. It is experiencing lateral erosion of its banks and into the valley wall. There are an abundance of invasive species in the corridor and exposed sewerline crossings that are exacerbating lateral erosion. The land uses surrounding the project area includes forest, residential, and commercial. 4b. Explain the purpose of the proposed project:* The purpose of the stream restoration project is to reduce erosion and improve in -stream and terrestrial habitat within the corridor. The project also seeks to reduce invasive species and reestablish a headwater stream that was historically piped. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed project will restore stable dimension, pattern and profile to Smith Mill Creek through relocation of the channel away from the valley wall and through the establishment of vegetated flood relief benches that convey water during Flooding. The project will also complete riparian enhancement activities to reduce invasive species within the project area and plant woody and herbaceous plants that will provide stability and habitat benefits for the stream and floodplain. Trackhoes and typical land development equipment will be used. Invasive species will be treated through both physical and chemical methods — only herbicides approved for aquatic use will be used. 4j. In addition, the right bank of Smith Mill Creek will be graded near the fringe of the wetland boundary in order to lay the vertical bank back to a stable bank angle. Some minor impact from this effort is also possible, however overlapping with proposal invasives removal impacts. We are proposing to physically remove the dense knotweed infestation using a track hoe and hauling equipment to remove and haul off the invasive roots. The knotweed occupies a footprint of appropmately 0.15 acres, all of which will be dug up to remove the roots of these plants. Additionally, another patch of knotweed and privet will be treated on the wetland periphery - up to 0.03 acres may be impacted by this effort. The design approach, sequence and methods will attempt to minimize temporary and permanent impacts through use of best management practices and proven techniques. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Construction practices will follow guidelines from the NC Erosion and Sediment Control Planning and Design Manual. During construction, same day stabilization will be conducted to ensure that banks are protected against rain event flows. A turbidity curtain will be installed at the downstream extents of the project. When completing in -stream work, flows will be diverted around the active work area using brush or stone in order to reduce contact between the active flow and the active work area. Due to the large drainage area, an optional partial clean water pump around may be used to reduce flow near the active work area. Biodegradable coir fiber matting and native riparian vegetation will be used to stabilize the newly graded restoration areas. 2. The IPaC review listed these potential endangered species: the Carolina northern flying squirrel (Glaucomys sabrinus coloratus), Gray bat (Myotis grisescens), Northern long-eared bat (Myotis septentrionalis), Appalachin elk -toe (Alasmidonta ravenelina), Bunched arrowhead (Sagittaria fascinculata), Mountain Sweet Pitcher -plant (Sarracenia rubra spp. jonesii), Blue Ridge Goldenrod (Solidago spithamaea), Spreading Avens (Geum radiatum), Virginia Spiraea (Spiraea virginiana), and Rock Gnome Lichen (Gymnoderma lineare).
