An electronic copy of the 2019 Annual Land Application Report has also been submitted. Aerobic digested residuals continue to be land applied to permitted fields for the beneficial reuse as a soil conditioner and fertilizer supplement. This report reflects a non-compliance for exceeding the metal concentration limit for lead. A written description of the non-compliance and date is enclosed on the following page. Shires, MUD, PLA Town Manager 114 East College Avenue I PO Box 1014 128017 1 704 434 2357 i www.boilingspringsnc.net February 25, 2020 Description of Non -Compliance: On September 12, 2019 the Town of Boiling Springs wastewater staff collected its annual samples for metals and nutrients on the wastewater plant digester. On September 30, 2019, October 1, 2019, and October 2, 2019 these residuals were land applied to field JP1 for a total of 63,000 gallons. The results from the September 12, 2019 sampling were received by the Town on October 8, 2019 and the elevated results for lead was not detected by staff. On January 31, 2020 when the process started in preparing the Annual report it was discovered that the result for lead in the residuals was reported as 165,000 mg/kg. A request was made at that time to Pace Analytical to review the data for a calculation error or typo. A second request was made to the QA Manager and the lab reported back no QC errors and the data was valid. The Town of Boiling Springs does not believe the result reported for lead is accurate based on 13 years of historical data dating back to 2006 (attached to this report) and the Town's wastewater source is 100% domestic with no industrial metals operations. An additional sample was collected on February 11, 2020 from the digester residuals with a result of 24.3 mg/kg.
